Feasibility Studies: The feasibility studies defined here represent the first phase of the Falcon Successor project. DLR's objective is to initiate the subsequent phases of the Falcon Successor project following the conclusion of the preliminary studies based on results received. The next phases, which are not part of the feasibility study tender, are the aircraft acquisition and aircraft modification. These phases include commissioning of the aircraft acquisition and development of the platform via a separate tender, with the goal of delivering the Falcon Successor platform to DLR by the end of 2029.

Ziel der Ausschreibung ist die Ertüchtigung Klimaanlage 30m Antenne am DLR-Standort Weilheim. Weitergehende Informationen sind der beigefügten Leistungsbeschreibung „Anlage A – Leistungsbeschreibung – Ertüchtigung der Kälteanlage für eine 30m (S68) Antenne vom 22. Januar 2026“ – Anlage A (Vertragsunterlagen) zu entnehmen. Zu beachten ist weiterhin Folgendes: Es gelten die Bestimmungen des Satellitendatenschutzgesetzes (Gesetz zum Schutz vor Sicherheitsbedrohungen der Bundesrepublik Deutschland durch Verbreitung hochwertiger Erdfernerkundungsdaten - SatDSiG). Die Vorgaben des für das Projekt geltenden Exportkontrollrechts müssen Berücksichtigung finden, dies betrifft insbesondere den Umgang mit Gütern unter der Außenwirtschaftsverordnung (AWV), der EG Dual-Use Verordnung (EG VO 428/2009), der International Traffic in Arms Regulations (ITAR) und der Export Administration Regulations (EAR). Die Mitarbeiter des Bieters müssen die deutsche Sprache beherrschen. Das Herkunftsland der eingesetzten Personen darf nicht von einem Land der Staatenliste des BMI sein. Die Personen müssen fachlich und körperlich geeignet, sowie der deutschen Sprache mächtig sein.

The German Aerospace Center (DLR) operates the largest fleet of research aircraft in Europe. It modifies and flight tests external modifications of its aircraft in accordance with EASA.part21 Annex I Appendix XII with the scope of category flight test category I to IV. DLR provides test pilot initial and recurrent training within the scope of the DLR EASA approved Training Organization (EASA ATO) for test pilots in the EASA.FCL 820 categories I and II. For these purposes an aerobatic jet, a light and a heavy propeller aircraft are required within the scope of the training. The subject of the framework agreement to be concluded is therefore the provision of aircraft charter capacity for pilot training purposes over a period of four (4) years. The binding maximum quantity for call-offs under the framework agreement is set at a total value of €1 million euros (net).
