Zambia remains one of the countries most affected by food insecurity, poverty and climate vulnerability in Southern Africa. With over 60% of the population living below the poverty line, and 41% in extreme poverty, the rural population particularly women smallholder farmers face deep structural barriers to socio-economic inclusion. This is further compounded by the effects of climate change, unsustainable farming practices, and gender-based disparities in access to land, inputs, extension services and markets. Agricultural practices remain largely rain-fed, dominated by monoculture maize production and outdated subsidy schemes, further contributing to soil degradation, low productivity, and poor dietary diversity. To address these issues, the Government of Zambia has launched the Comprehensive Agriculture Transformation Support Programme (CATSP) under the 8th National Development Plan (8NDP), focusing on climate resilience, diversification, and inclusive rural development. However, the operationalisation of these reforms is hampered by weak institutional capacity and limited implementation tools at local level. At sub-national level, there is a shortage of resources as well as basic and specific know-how in public administrations for the operationalisation of strategies and innovation-led technical advice. There is no institutionalisation of vertical knowledge transfer and horizontal exchange of experience in multi-stakeholder formats. There is a great need to strengthen process and technical expertise. The project aims to advice key actors and decision makers as well as technical experts from agricultural authorities at national and sub-national level, who are involved in the formulation and implementation of policies, strategies, programmes and action plans to better implement evidence-based inclusive measures with regard to climate resilience, food security and business development. The project"s intermediaries are agricultural extension advisors from governmental and non-governmental service providers, including private sector, who are trained in innovation-led and evidence-based approaches to climate-adapted, nutrition-sensitive and gender-responsive agriculture for them to then train the target group. The target group is the rural population in three intervention regions (Luapula, Southern and Eastern Province), with a focus on smallholder farmers, who mainly produce food for home-consumption and sell any surplus harvest. Output 1 of the CREATE project aims to strengthen human and institutional capacities in agricultural administrations at national and sub-national level for evidence-based policy-making processes. The results hypothesis is that improved knowledge on the part of managers and technical focal persons and the ongoing introduction of scalable implementation experiences and solutions (output 2) into participatory policy-making formats will strengthen the evidence-based design of inclusive agricultural programmes, as well as their operationalisation and implementation with regards to climate resilience, food security and business development. Where possible, policy-making formats are designed to be gen-der-responsive and local best practices on empowerment aspects and changing gender roles in agriculture are presented by subnational representatives at the political level. Output 2 aims to improve the dissemination of location-sensitive solutions for climate resilience and food security in agriculture in the three intervention areas. Smallholder farmers are more likely to invest in long-term measures for climate adaptation, food security and business development if these represent locally tried-and-tested solutions and innovations. These solutions should include gender aspects and integrate Gender Transformative Action (GTA) in agriculture in the training modules (ToT) of the participants (multipliers - selected public, private (MSMEs, lead firms), co-operative advisors and lead farmers).

GIZ uses central project evaluations to regularly and systematically investigate the results, cost-effectiveness and sustainability of projects that it implements with partner organisations on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ). Evaluations are conducted by external evaluators. The evaluation team always consists of two members (one lead evaluator and one co-evaluator). The lead evaluator is responsible for the choice and integration of the co-evaluator. GIZ"s independent Corporate Unit Evaluations steers the evaluation in line with mandatory, standardised quality standards. GIZ bases its evaluations on the standards for evaluation of Deutsche Gesellschaft für Evaluation (DeGEval): usefulness, feasibility, fairness and accuracy as well as the quality standards for development evaluation of the OECD-DAC. As a basis for the development of quality assurance instruments, the Evaluation Unit formulates quality standards for process quality, methodological quality and product quality. These include comprehensible statements through the presentation of data, facts and figures based on sources, careful analysis of the contribution of projects to outcomes and impacts, and a more comprehensible evaluation of the project on the basis of the OECD/DAC criteria through standardised evaluation dimensions, which among other things improve the comparability of the projects. The methodological requirements include in particular contribution analysis and efficiency analysis (follow the money approach with input-output analysis). Côte d'Ivoire has experienced sustained economic growth over the past decade, driven by structural reforms, investments, and economic diversification. However, this growth is accompanied by the predominance of the informal economy, which accounts for approximately 80% of economic units and nearly 90% of employment. Despite its significant contribution to GDP, the informal sector is characterized by low productivity, weak organizational structures, limited access to finance, and restricted access to public support mechanisms. Within this context, a growing number of innovative micro and small enterprise - particularly among young entrepreneurs and artisans - are emerging in sectors such as agriculture, crafts, digital services, trade, and energy. These enterprises develop solutions with strong social, environmental, or digital impact but face structural barriers, including insufficient legal formalization, weak governance and financial management, limited understanding of investment mechanisms, and low strategic planning capacity. In response, the Ministry of Trade and Industry (MCI), with the support of the GIZ-implemented ProREI project financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), intends to implement a structured support program targeting innovative entrepreneurs from the informal sector, with a particular focus on artisans and entrepreneurs in regions outside major urban centers. The program aims to strengthen entrepreneurial, technical, and financial capacities; promote progressive and sustainable formalization; reinforce local support structures through training trainers; and facilitate access to appropriate financing instruments. It aligns with national priorities under the National Development Plan (PND 2021-2025) and contributes to the Sustainable Development Goals, notably SDG 8 and SDG 9. Through training, coaching, and investment readiness support, the program seeks to enhance the competitiveness of innovative informal enterprises and foster their sustainable integration into Côte d'Ivoire's formal economy.

The GIZ Global Program (GP) BACKUP Health, in alignment with the mission of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), seeks to address critical issues in health system strengthening through a specialized leadership program. This tender calls for a contractor to lead the coordination, adaptive design, management, and implementation of a tailored leadership program (L4HSS) inspired by the Leadership for Universal Health Coverage (L4UHC) flagship program of the P4H Network. Launched in 2013 by GIZ and the World Bank, L4UHC aims to empower key decision-makers in partner countries. The primary goal of this consulting project is to support GP BACKUP Health partner countries in their health system reform processes. The focus will be on coalition building, enhancing leadership competencies, and establishing joint action initiatives that result in concrete policy options for integrating Health Technology Management (HTM) services into national systems, ensuring financial sustainability. The detailed objectives are to: 1. Strengthen Leadership Competencies: Provide leaders of health finance reforms the opportunity to enhance their leadership and sectoral competencies at an executive level. 2. Develop Collective Vision: Aid leaders in developing a collective vision and commitment to achieving tangible results. 3. Foster Collaboration: Promote collaboration among key cross-sectoral stakeholders. 4. Establish Collective Action Initiatives (CAIs): Contribute to the creation of implementable national CAIs aimed at achieving GP BACKUP indicators. Specifically, this involves producing nine design options for ATM integration that, through coaching, will result in at least six strategic, legislative, or planning documents by the project's end. 5. Provide Tools and Techniques: Offer tools and techniques for mapping complex systems, analyzing stakeholder influence, and addressing collective action problems. 6. Peer-to-Peer Exchange: Facilitate peer-to-peer exchange among leaders and provide inputs from technical experts towards national objectives. 7. Co-Create Innovative Solutions: Enable leaders to co-create and implement innovative solutions to health system strengthening challenges through CAIs. 8. Coaching Support: Provide coaching support to leaders as they address these challenges. 9. Demonstrate Results: Organize and coach health system strengthening leaders around a time-bound commitment to demonstrate results. The contractor will be responsible for the end-to-end implementation of the leadership program, ensuring adaptive design and effective coordination. The program will leverage the established L4UHC framework to provide a comprehensive and tailored experience for participants. The contractor will facilitate workshops, coaching sessions, and peer exchanges, ensuring that leaders are equipped with the skills and tools necessary to drive health system reforms. Das Vorhaben Paz Restaurativa verfolgt das übergeordnete Ziel, staatliche und zivilgesellschaftliche Akteure in Kolumbien darin zu stärken, die Prozesse der Entschädigung, Wiedergutmachung und Nicht-Wiederholung im Rahmen des Friedensabkommens wirksam umzusetzen. Dies geschieht sowohl auf nationaler Ebene als auch in vier priorisierten Regionen der deutschen Entwicklungszusammenarbeit in Kolumbien: Norte de Santander, Meta, Caquetá und Valle del Cauca. Das Vorhaben arbeitet über drei eng miteinander verknüpfte Outputs. Output 1 fokussiert sich auf die Implementierung restaurativer Maßnahmen zwischen Opfern, Täter*innen und Dritten. Ziel ist es, die Kompetenzen staatlicher und zivilgesellschaftlicher Akteure zu stärken, um Maßnahmen mit restaurativem Ansatz zu initiieren und durchzuführen. Dadurch sollen mehr vermisste Personen gefunden, identifiziert und ihren Angehörigen würdig übergeben werden - ein zentraler Beitrag zur Wiedergutmachung. Output 3 widmet sich der Förderung einer Friedenskultur. In den Zielregionen sollen staatliche und zivilgesellschaftliche Instrumente zur Gewalt- und Kriminalprävention gestärkt werden, mit besonderem Augenmerk auf Jugendliche und Frauen. Über die Auseinandersetzung mit unterschiedlichen Perspektiven auf die Geschichte des bewaffneten Konflikts, über Kompetenzaufbau in gewaltfreier Konfliktlösung sowie über präventive Ansätze in Bildungs-, Kultur- und Gemeindekontexten sollen Fähigkeiten und Alternativen für den konstruktiven Umgang mit Konflikten gestärkt werden. Die drei Outputs sind inhaltlich eng miteinander verwoben: Eine gefestigte Kultur des Friedens schafft Grundlagen für restaurative Prozesse und erleichtert Perspektivwechsel sowie die Bewältigung erlebter Gewalt. Ebenso kann die Suche nach Verschwundenen Teil restaurativer Maßnahmen werden, wenn Opfer und Täter*innen gemeinsam Informationen zu Verschwundenen bereitstellen. Restaurative Maßnahmen wiederum können Aktivitäten zur Friedenskultur beinhalten. Das Modul baut auf den Erfahrungen und Vertrauensbeziehungen der Vorgängerprojekte ProPaz I und II auf und stützt sich auf funktionierende interinstitutionelle Koordination in den bisherigen Schwerpunktregionen. Als Zielgruppe gelten Opfer und Täter*innen des bewaffneten Konflikts, darunter Personen, die vor der Sondergerichtsbarkeit für den Frieden (JEP) ausgesagt haben, sowie die Bevölkerung in den ausgewählten Regionen.
