The "Strengthening environmental and social governance in the extractive sector" component, co-financed by FONAREDD from CAFI (Central Africa Forest Initiative) resources and BMZ, will be implemented by GIZ for the Ministry of the Environment and Sustainable Development (MEDD) of the Democratic Republic of Congo (DRC). This component is being carried out by the Support Project for the Integrated Economic Development of the Mining Sector (DISM II), in partnership with the Congolese Environment Agency (ACE), which is responsible for environmental and social assessments and for monitoring and controlling the implementation of Environmental and Social Management Plans (PGES) at national level within the MEDD. Following a 1st Strategic Environmental and Social Study of the mining sector in the DRC in 2010, and in view of the changing international context, it is planned, in agreement with the donor and partners, to launch Strategic Environmental and Social Studies (SESES) for the key sectors of mining and hydrocarbons, in order to analyse the expected positive and negative impacts of their development at national level. This work will make it possible to identify good and bad practices in the provinces affected; and in partnership with the various partners and civil society, to propose recommendations integrating REDD+ standards into the extractive sectors. Finally, best practice guides will also be drawn up, based on the experience gained with dialogue platforms in the extractive sector. Adaptations of the various texts relating to the legal and regulatory provisions linked to the environmental and social governance of the extractive sectors will also be proposed in order to be consistent with REDD+ standards and the principles of the Extractive Industries Transparency Initiative (EITI).

Its primary objective is to assist cities in middle- and low-income countries (as per the OECD-DAC List (https://www.oecd.org/content/oecd/en/topics/sub-issues/oda-standards.html)) in transitioning towards low-carbon and climate-resilient pathways. The implementation of the Gap Fund is carried out by Technical Secretariats at the WB and EIB in cooperation with GIZ, with an implementation period spanning from 2020 to 2027. Both the EIB and WB host a multi-donor trust fund (MDTF) of EUR 48 million and EUR 57 million respectively. In 2023, donor contributions to the Gap Fund have doubled the initial fund"s capitalisation bringing it to 105 million EUR. The Gap Fund provides support to cities in emerging and developing economies in the development and execution of climate strategies and investment projects, including energy, transport, waste, water, and nature-based solutions with a focus on both, adaptation and mitigation. Its assistance covers the early stages of the investment process, ranging from contextual understanding and strategy development to data collection, stakeholder engagement, investment prioritization, and project preparation. Additionally, a new area of support is being opened under the Gap Fund, focusing on capacity development for cities and intermediaries. The Gap Fund activities are organized into three main tracks: 1. Support to urban strategy development (WB); 2. Support for low-carbon, climate-resilient project development (WB and EIB/GIZ); 3. Partnership coordination, knowledge and information sharing among project preparation facilities and standardisation of early project preparation approaches (advocacy, outreach and coordination - WB and EIB/GIZ). The EIB/GIZ Gap Fund key performance indicators include assessing 900 expressions of interest (EoI) from cities jointly with the WB, implementing technical assistance for 130 urban investment projects, and linking 65% of these projects to further technical assistance or financing by November 2027.

Short project description: Namibia is currently preparing for the large-scale production of "green" hydrogen based on renewable energy. New wind and solar power plants are being planned by different companies in various areas of the Namibian desert to generate the necessary electricity. The coastal town of Lüderitz is in the center of a huge portion of these anticipated developments. Over the next few years, the hydrogen project and other economic activities are expected to lead to a strong influx of national and international workers and job seekers - especially as the qualification profile of the locals is unlikely to be sufficient in many cases to meet the requirements of the new industries. The rapid influx of new inhabitants could therefore exacerbate the currently already tight land market and increase difficulties in the provision of basic services, such as difficult water supply situation; the same applies to electricity supply and waste management. The extent to which the economic dynamism in Lüderitz will benefit the local people - and not rather increase already existing inequalities, socioeconomic vulnerabilities, as well as their security risks - particular for women and children - and the existing inequality is therefore not least a question of the planning and negotiating skills of the local government and administration. The foreseeable population growth also poses other challenges: An One informal settlement has already grown beyond the actual city limits. A further spatial expansion of the city is limited to the west by Lüderitz Bay and the Atlantic Ocean; an expansion to the east is currently being actively pursued by the city administration, but this is complicated by the neighboring national park and areas with mining rights for diamonds and requires the involvement of various stakeholders, especially national ones. Topographical and climatic conditions such as a hard, rocky subsoil and strong winds make urban development more difficult and infrastructure measures more expensive. The planned expansion of the city limits also raises questions about the impact on environmental assets such as landscape, habitat and biodiversity. The same applies to Aus, the nearest community around 125 kilometres from Lüderitz, which currently has a population of around 1,066 (2011). Due to its proximity to the project area, the local population also expects new opportunities from the anticipated economic development. Aus is not an independent local authority but is represented by the regional council of ||Kharas. The German Federal Ministry for Economic Cooperation and Development (BMZ) supports the local government and administrative units of Lüderitz and Aus to manage the urban transformation process efficiently, sustainably and just through the project "Integrated Urban Development in Lüderitz and AUs (ILA)" implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). ILA runs from 06/2024 to 05/2025. The envisaged Outputs are as follows: (1): Improved capacities for urban transformation processes, (2): appropriate spatial planning procedures for sustainable urban development, and (3): increasing benefits and minimizing risks for disadvantaged population groups. GIZ is seeking to procure the services of a contractor (consultancy firm or consortium) to elaborate/ update the urban structure plan and zoning scheme for Lüderitz and develop a spatial planning framework for Aus as well as support the development of a regional structure plan (focus on the area of Lüderitz and Aus). In addition, supporting policies and strategies should be developed to manage the potential influx of people improve consideration of environmental protection and adaptation to climate change through planning, and promote gender responsive planning. All of these activities should be accompanied by capacity development measures for the partner institutions of the project.

Enterprise 2.0 Boosting Agriculture Market Access in Zambia is a EUR36 million matching grant facility co-financed by the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ under the Climate-Resilient Agri-Food Systems (CREATE) programme. The overall objective of EZCF 2.0 is to catalyse a transformative shift in Zambia"s agri-food sector by increasing productivity, strengthening market access for smallholder farmers, and accelerating the adoption of sustainable, climate-smart, and inclusive production practices. The Action focuses on legumes and horticulture value chains, with geographic emphasis on four provinces linked to the Lobito Corridor. EZCF 2.0 mobilises private sector investment by providing matching grants to agribusinesses that demonstrate commercially viable, green, and inclusive business models. Supported enterprises are expected to integrate smallholder farmers into their value chains, create decent jobs, promote gender equality and youth inclusion, and adopt environmentally sustainable practices. Approximately 200,000 smallholder farmers, particularly women, young people, and vulnerable groups, are expected to benefit indirectly through improved market integration, incomes, and resilience to climate and economic shocks. The facility is implemented through two complementary grant schemes. Grant Scheme I (Growth and Scale Facility) provides medium and large matching grants (up to 1 Million Euro) to agribusinesses with high growth potential, using a competitive two-stage selection process supported by structured pre- and post-award technical assistance. Grant Scheme II (Micro-Grants Facility with ticket sizes between 10,000 and 50,000 Euro) targets smaller, indigenous enterprises through simplified procedures tailored to their scale and capacity and is implemented through a separate delivery partner. Beyond grant financing, EZCF 2.0 embeds comprehensive capacity development and technical assistance throughout the investment lifecycle. This includes pipeline development, application support, business and investment readiness, inclusive business model design, facilitation of linkages to financial institutions, and post-award strategic advisory services. Through these measures, the Action supports agribusinesses in accessing follow-on financing and strengthening their long-term financial sustainability beyond grant funding. Through its integrated approach, Enterprise 2.0 strengthens Zambia"s agribusiness ecosystem, leverages private capital, and contributes to green growth, food and nutrition security, and inclusive economic development.

The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilization of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. Off-grid progress, particularly in mini-grids, is hindered by barriers such as limited forex access and technical capacity. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component. 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. New or improved laws, regulations or instruments to achieve the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy) 2. Support 5 states on their respective State Electricity Market through the development of policies, laws, or instruments to advance RE investment. The procedure is divided into two lots. Developing and emerging countries face major challenges in transforming their economies along sustainable paths. Investments are central to this transformation and to fostering sustainable economic growth, but attracting high-quality, long-term capital requires a supportive, business-friendly environment. To help close the global EUR13 trillion investment gap by 2040, the EU launched the Global Gateway (GG), aiming to mobilize up to EUR300 billion for sustainable, high-impact projects. The GG strategy includes large-scale infrastructure investments measures, as well as measures that address the investment climate and the general enabling environment for economic growth. The Global Gateway (GG) Investment Climate Reform (ICR) Facility is implemented by GIZ (lead), Expertise France, and SNV. It supports EU partner countries in implementing reforms that unlock private investment and foster sustainable growth. This way, the GG ICR Facility also creates opportunities for the EU Member States" private sector to invest and remain competitive. The GG ICR Facility builds on the successful "ICR Facility 2020-2025", by reinforcing programmatic engagement, boosting private sector involvement, and aligning more closely with GG and Team Europe strategies. Its overall objective is that the investment climate in partner countries is improved ensuring that GG projects generate sustainable growth and jobs. The specific objective is that supported stakeholders design or implement investment climate actions that leverage the impact of GG projects to the general business environment. The Facility targets 50-60% of interventions to contribute directly to gender equality, including reforms to remove barriers for women entrepreneurs and improve their access to markets and finance. The Facility supports partner countries with targeted interventions to implement investment climate reforms and related measures that enable private sector development and sustainable investment, especially in the context of GG projects. Complementing the financing aspects of GG projects, the Facility focuses on improving the business environment and investment climate with public and private stakeholders at local, national, regional, and international levels engaged in trade, regional integration, private sector development, and investment climate reforms. It supports reforms, helping to reduce cross-border trade costs, attract investments, promote inclusive local development, developing and strengthening international value chains as well as improve long-term financing through stronger and more pro-active local financial systems. Ultimate goal is to enhance overall investment so that local economic development and job development take place. Special emphasis is placed on economically empowering women to ensure inclusive growth. Thereby, the Facility delivers demand-driven, reform-oriented technical assistance in cooperation with EU Delegations and local stakeholders. Its targeted approach enables engagement with multiple actors around specific GG projects, increasing the effectiveness of reform efforts. The Facility complements other EU initiatives in economic governance and regional integration.

Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilization of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. Off-grid progress, particularly in mini-grids, is hindered by barriers such as limited forex access and technical capacity. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component. 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. New or improved laws, regulations or instruments to achieve the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy) 2. EU4Reconstruction is a Citizen-oriented reforms and regulations for rebuilding Ukraine" (EU4Reconstruction) is a multi-donor action funded by the European Union (EU), Denmark, Germany, France and Lithuania. The action is implemented in two streams, each of which has signed its own multi-partner contribution agreement (MPCA). Stream 1 is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Expertise France (EF). Th is contract concerns the work undertaken by GIZ under Stream 1. This states the specific objective to be: "The Ukrainian government is increasingly able to implement inclusive reconstruction, building on a modern construction framework and a public investment management system sensitive to the needs of different levels of government". To achieve the specific objective, the project is organised around 4 key outputs 3 of which are implemented by GIZ and will require expertise form this contract: Output 1: Ministry for Communities and Territories Development of Ukraine (MCTD) has increased capacity to provide improved reform leadership, high-level advice, and effective coordination, driving aligned and accountable reconstruction efforts. Output 2: Capable medium-sized municipalities have the capacity to develop and manage their reconstruction investments in an efficient and transparent manner and take specific action to empower women in local reconstruction. Output 3: Reforms in the construction sector are effectively developed, coordinated, and implemented in alignment with the EU acquis.

BACKUP Health is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme forms part of Germany"s contribution to strengthening the global health architecture and supports the effective and sustainable use of funds from global health financing mechanisms, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Many low- and middle-income countries remain dependent on international health financing to provide essential services. Declining global health budgets and fragmented funding structures place additional pressure on national systems to use available resources more efficiently and to integrate externally financed measures into domestic health and financing frameworks. BACKUP Health supports governments and key actors in addressing these challenges by improving the coordination between global and national processes and by strengthening systemic capacities for planning, governance and implementation. The programme aims to improve the efficiency of globally financed health services and products, particularly for HIV, Tuberculosis and Malaria (HTM). BACKUP Health works in close collaboration with ministries of health and finance, national coordination mechanisms, civil society organisations, and regional actors, particularly in countries in Africa and Central Asia. It promotes gender equality, human rights, and the inclusion of vulnerable and marginalised groups as cross-cutting priorities. With this tender, BACKUP Health calls for assistance in the swift formulation and/or management of technical assistance (TA) assignments in countries eligible to BACKUP Health support. Technical assistance assignments may cover activities such as - Advisory support on sustainable health financing and governance, including domestic resource mobilisation, public financial management, and alignment of Global Fund and other external resources with national systems, - Technical support for integrating HIV, TB and malaria (HTM) services into broader, people-centred health systems through cross-programmatic collaboration and strengthened service delivery, - Support for building local and regional capacities for health product manufacturing, regulation, and market development. BACKUP Health will forward TA requests to the contractor, who shall then identify, hire and deploy suitable experts to provide the requested services across the three support areas mentioned above. The contractor"s overall objective is to assist BACKUP Health in the provision of support to eligible countries through the timely deployment and management of experts.

Declining global health budgets and fragmented funding structures place additional pressure on national systems to use available resources more efficiently and to integrate externally financed measures into domestic health and financing frameworks. BACKUP Health supports governments and key actors in addressing these challenges by improving the coordination between global and national processes and by strengthening systemic capacities for planning, governance and implementation. The programme aims to improve the efficiency of globally financed health services and products, particularly for HIV, Tuberculosis and Malaria (HTM). BACKUP Health works in close collaboration with ministries of health and finance, national coordination mechanisms, civil society organisations, and regional actors, particularly in countries in Africa and Central Asia. It promotes gender equality, human rights, and the inclusion of vulnerable and marginalised groups as cross-cutting priorities. With this tender, BACKUP Health calls for assistance in the swift formulation and/or management of technical assistance (TA) assignments in countries eligible to BACKUP Health support. Technical assistance assignments may cover activities such as - Advisory support on sustainable health financing and governance, including domestic resource mobilisation, public financial management, and alignment of Global Fund and other external resources with national systems, - Technical support for integrating HIV, TB and malaria (HTM) services into broader, people-centred health systems through cross-programmatic collaboration and strengthened service delivery, - Support for building local and regional capacities for health product manufacturing, regulation, and market development. BACKUP Health will forward TA requests to the contractor, who shall then identify, hire and deploy suitable experts to provide the requested services across the three support areas mentioned above. The contractor"s overall objective is to assist BACKUP Health in the provision of support to eligible countries through the timely deployment and management of experts.

In Ukraine, GIZ is providing extensive support for efficient and long-term reconstruction on behalf of the German Government, the European Union (EU) and other donors. It operates in the following areas: · Good living conditions and good governance · Secure energy transition and climate action · A well-performing economy Small and medium-sized enterprises (MSMEs) have the potential to become a vital driver of Ukraine"s economy, creating jobs and promoting growth and innovation. However, MSMEs often struggle to access timely and suitable financing, limiting their ability to fully contribute to economic development. The new co-financed Programme "STEP IN 2 EU" will address these topics in various modules - including the promotion of access to finance for MSMEs. Programme focuses on the following priorities: · Support for economic development and corresponding strategies/measures of the Ministry of Economy and Finance of Ukraine - especially with regard to the requirements of companies and financial institutions towards EU membership or the implementation of European regulations. This also applies to the continuation of co-operation with the National Bank of Ukraine - NBU - in the gradual implementation of EU regulations for the financial sector. · Technical support in the implementation of the above-mentioned state support measures in selected sectors in the MSME segment as well as a strong focus on reforms in the financial sector (banks and insurance companies). · Regional economic promotion in cooperation with decentralised administrations and districts in the area of MSME promotion. · Promoting the financing of MSMEs via selected financial institutions in Ukraine together with the BDF as a central partner of GIZ. The MSME IT Platform to be expanded will be disseminated via the banking associations in Ukraine, among others. The German Government (BMZ and BMF) is committed to further support the Business Development Fund of Ukraine. Business Development Fund is Ukrainian state-owned institution, aimed to support the financing and development of micro, small and medium-sized enterprises with the help of a wide range of programs and financial instruments: soft loans, interest compensation, credit guarantees and grants as well as consulting support for MSMEs and partner financial institutions. BDF operates as a second level financial institution. The business model of BDF could be described as follows. It attracts capital, concessional loans, and quasi-commercial debt from national and international economic development partners, development financial institutions, and other entities supporting private-sector entrepreneurship. These resources are channelled through partner financial institutions (PFIs) to increase access to grants, loans, and additional financial services for SMEs in Ukraine. The support measures are mainly focusing (i) on strengthening and establishing the BDF as a professional, core development institution for Ukraine and (ii) the promotion and digitalization of MSME finance in line with the Ukraine"s SME Strategy. Within this framework, GIZ and KFW as implementing partners will continue and even intensify their trustworthy cooperation with the BDF in the coming years - which will stay to be challenging in view of the political and war-related circumstances. Therefore, the further strengthening and support of the MSME and the financial sector in general, and the direct cooperation with the BDF in particular, will remain crucial for Ukraine"s economic recovery. KFW and GIZ have been aligning their core activities with the BDF closely: · KFW will support and finance the institutional capacity building and further professionalization of the BDF with the aim of developing into a strong and autonomous institution. The institutional capacity building, financed by BMZ and implemented by BDF with the Consulting company Deloitte, represents the first and short-term goal of the "Vision BDF 2.0". Besides clear legal frameworks, independent and gender-balanced governance structure and financially self-sufficiency, also robust processes, including a comprehensive internal core IT infrastructure are envisioned. Part of this target IT architecture for the BDF with all its modules and business solutions is planned to be implemented and rolled-out with BMF-funding via KfW until 2026. This includes for example the automatization and digitalization of internal processes and an automatic data exchange between BDF, banks and ministries. · GIZ will further support BDF in designing, developing and roll-out the "MSME IT Platform". This so-called external IT solution will allow BDF to professionally match demand (MSME) and supply of capital (Development Finance Institutions/banks, Donors, Government programs, etc.). Furthermore, this digital solution will lead to more efficient and transparent processes in MSME financing in Ukraine, including comprehensive overviews, mappings and reports of MSME programmes, provided credit and grant lines and on specific target groups.

Restore, Conserve and Protect Forest and Tree Cover in India (RECAP4NDC), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under Indo-German bilateral cooperation, is a six-year initiative commissioned by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) under the International Climate Initiative (IKI) of the German Federal Government. It supports India"s commitments under the National Forest Policy and Nationally Determined Contributions (NDC) by restoring degraded forests and landscapes, enhancing ecosystem services (ES), and improving livelihoods for forest-dependent communities. The project collaborates with India"s Ministry of Environment, Forest, and Climate Change (MoEFCC) as the political partner and is executed by a consortium comprising GIZ (overall coordination), the International Union for Conservation of Nature (IUCN) India office, Forest Survey of India (FSI), The Energy and Resources Institute (TERI), Indian Council for Forestry Research and Education (ICFRE), and the International Centre for Integrated Mountain Development (ICIMOD). Operating across four Indian states-Delhi National Capital Region (NCR), Gujarat, Maharashtra, and Uttarakhand-the project addresses diverse ecological and socio-economic challenges. By 2029, RECAP4NDC aims to bring approximately 150,000 hectares of forest landscapes under restoration, benefiting 10 million people through improved ES such as water availability, soil stability, habitat enhancement, and climate regulation. The project aligns with the Bonn Challenge, emphasizing forest landscape restoration (FLR) to restore ecological functionality, strengthen landscape resilience, and promote sustainable management of forests, agroforestry, and trees outside forests. The project promotes gender equality, environmental protection, and human rights by ensuring equal access to opportunities, sustainable practices, and inclusive decision-making. The contract under this project involves developing a comprehensive methodology for ecosystem services assessment and valuation (ESAV) across 12 model sites spanning 151,475 hectares in the four states. It includes defining a broader 400,000-hectare landscape to capture the spatial and temporal dynamics of key ES, such as provisioning (e.g., water, timber, fodder), regulating (e.g., climate regulation, flood control), supporting (e.g., soil formation, biodiversity habitats), and aesthetic services (e.g., cultural and recreational values). The contract encompasses stakeholder consultations with State Forest Departments (SFDs), local communities, and consortium partners to prioritize two to three ES per site, ensuring alignment with local needs and ecological conditions. The contractor will conduct geospatial analyses using Geographic Information Systems (GIS), establish baselines, develop monitoring protocols, and model future scenarios to assess ES changes. Additionally, the contract emphasizes capacity building to integrate ES into policy and planning. This includes training field staff, village representatives, and decision-makers using the Integrating Ecosystem Services into Development Planning (IES) approach, fostering awareness and technical skills for sustainable forest management.

3*E4U: Ukraine"s EU accession process in the rule of law area Strengthening Ukraine"s EU Alignment in the Rule of Law - 3*E4U is a project commissioned by the German Federal Foreign Office and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project aims to support the Government of Ukraine in aligning its legislation with the EU acquis, focusing on Chapters 23 (Judiciary and fundamental rights) and 24 (Justice, freedom and security). These chapters cover judiciary, anti-corruption, fundamental rights, EU citizens' rights, border control, visas, migration, police cooperation, fight against organized crime and terrorism, customs cooperation, and judicial cooperation. To meet an opening benchmark for accession negotiations, Ukraine has established the Rule of Law Roadmap with around 500 reform measures. The 3*E4U project supports these reforms through legislative projects, functional audits, organizational reforms, sectoral strategies, action plans, and leadership selection. It enhances the capacities of Ukrainian Government actors to steer and implement the EU alignment process in the rule of law. Political partners include the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine (DPMO) and the Government Office for Coordination of European and Euro-Atlantic Integration (GOCEEI). Key implementation partners are the Ministry of Justice, Ministry of Internal Affairs, Supreme Court, Constitutional Court, High Council of Justice, High Qualification Commission of Judges, Ukrainian Parliament Commissioner for Human Rights, National Social Service, Asset Management and Recovery Agency, and National Police. The project works in three areas: 1. Expertise: Provides legal and policy advice, capacity building activities, and high-level expert participation in the selection of rule of law sector positions. 2. Experience: Facilitates exchanges between Ukraine, EU Member States, and candidate countries. 3. Exchange: Fosters networking, cooperation, and inclusion of civil society and academia in decision-making. Additional Information: PKBs are also supplied to the Federal Ministry for Economic Cooperation and Development (BMZ) during the offer process and are made available by BMZ to the International Aid Transparency Initiative (IATI). These texts serve to inform the public, ensure transparency within and outside Germany, and provide accountability. Tasks of the Contractor: Editing and Content Management of Project Descriptions PKBs are usually pre-written by the project managers at GIZ and edited by the contractor. Annually, up to 800 PKBs are created or revised, with fluctuations in the total number and distribution throughout the year.

The project "Strengthening sustainable finance in Senegal" (02/25-01/28), mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ) aims to strengthen sustainable financing in the financial sector in Senegal. It advises and develops the skills of political decision-makers as well as financial sector actors. A main activity is supporting the development and implementation of the Senegalese green finance taxonomy. The project also includes advisory services to financial institutions to develop and apply innovative sustainable financing instruments. In this way, the project contributes to improving the conditions for a green and socially just financial market in Senegal. On a macro level, the project cooperates closely with the the Ministry of Finance and Budget (MFB), Ministry of Environment and Ecological Transition (METE), Ministry of Economy and Planning (MEPC) and the Central Bank of West African States (BCEAO). The downstream project structures also include the public development banks, primarily the National Development Bank (BNDE), the Agricultural Bank (LBA), a state-owned investment fund (FONSIS) as well as commercial banks and to a lesser extend microfinance institutions. The topics of cooperation include scaling sustainable financing through innovative financial instruments, sustainable business models and pipeline building, and risk management strategies. The project intervenes primarily at macro and meso level. It supports senior officials from the all relevant ministries and regulatory and supervisory entities who aim to enhance their policy-making and financial oversight skills regarding sustainable financing. Additionally, senior staff from financial institutions and private sector companies are also targeted. The project encompasses two primary outputs. Output 1 focuses on policy advice. It involves providing advice and capacity building to the Ministry of Finance and other stakeholders within the financial sector on developing a gender-sensitive national strategy and ensuring policy coherence for sustainable finance, including advice on gender mainstreaming. Moreover, it includes advising on the development and implementation of a green taxonomy. Output 2 addresses financial instruments and tools for sustainable financing. This involves consulting with financial sector stakeholders to develop innovative sustainable financing instruments, products, and models, such as green bonds. It also includes providing technical advice to financial sector stakeholders on creating risk assessment and de-risking strategies, as well as offering technical advice on developing ESG risk management tools to address climate change and environmental-specific portfolio risks, along with financial disclosure. Furthermore, it entails mapping planned sustainable large-scale public and private sector projects regarding financing capacity, including identifying potential financing sources, mechanisms, and instruments, and assessing their alignment with green taxonomy and responsible investors" requirements. The output also supports networking and matchmaking between project developers and investors for selected large-scale projects, and facilitates peer learning through international networks and initiatives focused on climate, environment, and sustainability finance. The tasks to be performed by the contractor are related to the output 1and 2, in particular the activities comprising advice and capacity building for the Commission for Sustainable Finance and MFB in its role as coordinator of the subject and the establishment of the Climate Finance Unit which will be responsible for the activities related to identifying green large-scale projects and promoting their financing.

Brief information about the project The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project "Resilient Puna: Ecosystem-based adaptation for communities and sustainable high Andean landscapes in Peru". The project is financed by the German cooperation (BMZ), the Green Climate Fund (GCF) and the Canadian Cooperation (GAC), in addition to the counterpart of the Peruvian government. The project works with the Ministry of Agrarian Development and Irrigation (MIDAGRI), Profonanpe (Peru's environmental fund), the National Service of Natural Areas Protected by the State (SERNANP) and The Mountain Institute (IdM). The "Resilient Puna" project contributes to restoring, conserving and better managing the ecosystem of the Peruvian puna. To this end, it promotes ecosystem-based adaptation (EbA) measures, which serve to make agriculture, livestock and communities more resilient to climate change in the prioritized districts of the departments of Arequipa, Cusco, Puno, Lima (Yauyos) and Apurimac, and its promote their active and equitable participation in agricultural and livestock value chains. It also supports the establishment of a long-term financial mechanism for communities to restore wetlands, grasslands and water reservoirs. Finally, the project aims to align and leverage public and private financing for EbA measures and Climate Resilient Value Chains and incorporate EbA approach in different multilevel public instruments, also considering the mainstreaming of gender, intergenerational and intercultural approaches. The project activities are organized into three components: - Component 1: Puna ecosystems are better restored, conserved, and managed to support climate-resilient livelihoods, through the implementation of EbA measures. - Component 2: Public and private investments aligned and leveraged to scale EbA measures. - Component 3: Multilevel territorial governance for the incorporation of EbA measures. According to the intervention logic proposed by the Resilient Puna project, through component 1, communities will receive funds to implement Local Initiatives that consist in integrating EbA measures into value chains (e.g Andean crops and camelids) to make them more resilient. These communities will conform Community Monitoring Committees that will set up a baseline, and they will collect information the measure the impact of the EbA measures. They will lead and facilitate the community monitoring process to assess socio-economic, ecosystem and ecosystem service impacts.

The project "Strengthening sustainable finance in Senegal" (02/25-01/28), mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ) aims to strengthen sustainable financing in the financial sector in Senegal. It advises and develops the skills of political decision-makers as well as financial sector actors. A main activity is supporting the development and implementation of the Senegalese green finance taxonomy. The project also includes advisory services to financial institutions to develop and apply innovative sustainable financing instruments. In this way, the project contributes to improving the conditions for a green and socially just financial market in Senegal. On a macro level, the project cooperates closely with the the Ministry of Finance and Budget (MFB), Ministry of Environment and Ecological Transition (METE), Ministry of Economy and Planning (MEPC) and the Central Bank of West African States (BCEAO). The downstream project structures also include the public development banks, primarily the National Development Bank (BNDE), the Agricultural Bank (LBA), a state-owned investment fund (FONSIS) as well as commercial banks and to a lesser extend microfinance institutions. The topics of cooperation include scaling sustainable financing through innovative financial instruments, sustainable business models and pipeline building, and risk management strategies. The project intervenes primarily at macro and meso level. It supports senior officials from the all relevant ministries and regulatory and supervisory entities who aim to enhance their policy-making and financial oversight skills regarding sustainable financing. Additionally, senior staff from financial institutions and private sector companies are also targeted. The project encompasses two primary outputs. Output 1 focuses on policy advice. It involves providing advice and capacity building to the Ministry of Finance and other stakeholders within the financial sector on developing a gender-sensitive national strategy and ensuring policy coherence for sustainable finance, including advice on gender mainstreaming. Moreover, it includes advising on the development and implementation of a green taxonomy. Output 2 addresses financial instruments and tools for sustainable financing. This involves consulting with financial sector stakeholders to develop innovative sustainable financing instruments, products, and models, such as green bonds. It also includes providing technical advice to financial sector stakeholders on creating risk assessment and de-risking strategies, as well as offering technical advice on developing ESG risk management tools to address climate change and environmental-specific portfolio risks, along with financial disclosure. Furthermore, it entails mapping planned sustainable large-scale public and private sector projects regarding financing capacity, including identifying potential financing sources, mechanisms, and instruments, and assessing their alignment with green taxonomy and responsible investors" requirements. The output also supports networking and matchmaking between project developers and investors for selected large-scale projects, and facilitates peer learning through international networks and initiatives focused on climate, environment, and sustainability finance. The tasks to be performed by the contractor are related to the output 1and 2, in particular the activities comprising advice and capacity building for the Commission for Sustainable Finance and MFB in its role as coordinator of the subject and the establishment of the Climate Finance Unit which will be responsible for the activities related to identifying green large-scale projects and promoting their financing.

The EU Multi-Donor Action "Switch to Circular Economy in East and Southern Africa (SWITCH-2-CE in ESA)" is jointly co-financed by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Expertise France (EF). The duration of this Action is scheduled from 1 April 2025 to 31 July 2029. The GIZ-implemented part of the Action is integrated into the BMZ-financed Global Programme Go Circular, which aims at disseminating circular economy approaches globally. The EU SWITCH-2-CE Programme in East and Southern Africa aims to foster an inclusive transition to a circular economy in the East and Southern Africa (ESA) region through policy frameworks, workers and SMEs participation, and improved financing mechanisms for CE businesses. The activities will contribute to mitigation of climate change by promoting green and circular business models. The program is structured around three main outcomes, with the two priority value chains: "packaging/plastics waste" and "electronics/e-waste". The program aims to achieve the following outcomes: - Outcome 1: To establish an enabling policy framework for circular economy across the ESA region; - Outcome 2: To enhance the participation of formal and informal workers and SMEs, including women and youth, in circular economy models; - Outcome 3: To improve access to and use of financing by circular economy businesses The activity related to a regional EPR community of practice establishes an inclusive regional community of practice (CoP) for key stakeholder groups to foster knowledge sharing and exchange on best practices for EPR schemes for the two target value chains. This will be done in close coordination with existing initiatives on EPR like the SADC EPR/ CE stakeholder platform and with national governments. This includes the organisation of workshops, the assessment of options to establish and host a community of practice on EPR in the longer term and will include the setup of an EPR helpdesk to support countries in ESA, including stakeholders from government, the private sector and other stakeholders involved in the EPR system, e.g. informal workers, on specific questions related to EPR systems. The activities will draw on the experience of and link to existing international communities (e.g., the Global Action Partnership for EPR) and will leverage and involve existing international support mechanisms (e.g., the Global Action Partnership for EPR helpdesk). The GIZ Global Programme "Go Circular" holds the secretarial function of the multi-stakeholder-partnership PREVENT Waste Alliance on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ, UNEP, OECD, WWF, with support of the Ellen MacArthur Foundation have established the Global Action Partnership for Extended Producer Responsibility (GAP for EPR), that is hosted by the PREVENT Waste Alliance. The GAP for EPR is working on three pillars: Library: The GAP for EPR provides an extensive library of EPR-related documents, from case studies to explanatory videos and practical guides. Helpdesk: The EPR Helpdesk provides tailored technical support for EPR design and EPR scheme implementation to governments, producer responsibility organisations (PROs) and other relevant stakeholders from the public and private sector. Community: The GAP for EPR provides a space to connect with the global EPR community. With both a public and closed member section, sharing of best practices is fostered. The GAP for EPR strives to provide flexible support services to the requests of interested parties. Latin America and the Caribbean (LAC) are at a critical moment in its transport decarbonization journey. The transport sector is one of the region"s largest and fastest-growing sources of greenhouse gas emissions, driven by entrenched car dependence, under-investment in public transit, high exposure to urban air pollution, and unequal access to mobility. While many countries have abundant low-carbon electricity sources (hydro, wind, solar) and growing political commitment to climate goals - for instance, zero emission targets for fleet acquisition and operation - the conditions for scaling e-mobility are not yet in place: pilots and early adopters are evident, but high capital costs, regulatory uncertainty, and infrastructure gaps continue to constrain large-scale deployment. Often the barriers to establishing these conditions are related to the following key challenges: regulatory, policy & institutional gaps; high upfront costs & financing barriers; technical know-how & operational capacity; infrastructure & grid readiness; and equity, gender & social inclusion. The E-Motion Program is commissioned by the Green Climate Fund (GCF) to the Development Bank of Latin America and the Caribbean (CAF) and the Agence Française de Développement (AFD) as accredited entities, executing entities, and co-financiers for the Financial Assistance (FA). GIZ takes part in the program as the executing entity for Technical Assistance (TA). The TA is integrated into the Mobilize Net Zero Project of the International Climate Initiative (IKI). In the program, GIZ implements large parts of the TA, while CAF and AFD are mainly implementing the FA. E-Motion represents one of the most comprehensive regional efforts to decarbonize the transport sector in LAC. The program addresses key challenges and structural barriers that hinder the large-scale deployment of e-mobility in fleets in LAC, with primary focus on buses and their supporting infrastructure but also dealing with fleets of light commercial vehicles (LCV). E-Motion"s objective is to translate climate ambition into practical transformation, building the institutional, financial, and technical foundations that enable countries to move from framework to fleet. Das Vorhaben "Relance Verte durch grüne Energie und Wasserstoff in Marokko" verfolgt das Ziel, die institutionellen, rechtlichen und technischen Rahmenbedingungen für eine beschleunigte, von privaten Investitionen getragenen Energiewende zu stärken. Das Vorhaben knüpft an bestehende Maßnahmen der deutsch-marokkanischen Kooperation an. Politischer Träger ist das Ministerium für Energiewende und nachhaltige Entwicklung (MTEDD). Weitere strategische Partner sind u.?a. die Regulierungsbehörde ANRE, der nationale Versorger ONEE, die Agenturen Masen und IRESEN sowie die Regionalregierung von Guelmim Oued Noun. Die enge Verzahnung zwischen nationaler Steuerung und regionaler Umsetzung ist dabei ein zentrales Merkmal des Vorhabens. In einem ersten Handlungsfeld begleitet das Vorhaben Marokko bei der Reform zentraler Strukturen im Stromsektor. Gemeinsam mit MTEDD, ANRE und ONEE werden regulatorische Grundlagen für Marktöffnung, Netzzugang und Tarifgestaltung weiterentwickelt. Ziel ist es, Investitionen privater und internationaler Akteure in erneuerbare Energien zu erleichtern und die Integration schwankender Einspeisung in das nationale Stromnetz zu verbessern. Ein besonderer Fokus liegt auf der Stärkung von Planung, Steuerung und Transparenz - insbesondere durch den Aufbau digitaler Instrumente und Mechanismen. Im zweiten Handlungsfeld fördert das Vorhaben die Anwendung innovativer Technologien sowie die Entwicklung entsprechender Fachkompetenzen. Dazu gehören digitale Lösungen zur Netzstabilisierung, Tools für flexibles Lastmanagement und Standards für die Produktion und Nutzung von grünem Wasserstoff. Die enge Zusammenarbeit mit Forschungseinrichtungen, Ausbildungszentren und Industrieinitiativen soll dazu beitragen, praxisnahe Schulungsangebote zu entwickeln - insbesondere für Nachwuchs- und Fachkräfte im Energiesektor. Die Förderung von Frauen sowie sozial benachteiligten Gruppen wird dabei systematisch berücksichtigt. Das dritte Handlungsfeld setzt gezielt auf einen regionalen Umsetzungsansatz. Die Region Guelmim Oued Noun - mit großem Potenzial für Wind- und Solarenergie - dient als Pilotstandort für die Entwicklung konkreter Ansätze zur lokalen Energiewende. Relance Verte unterstützt dort die Regionalregierung bei der Koordination von Vorhaben, der Beteiligung von Zivilgesellschaft und Privatwirtschaft sowie bei der Vorbereitung investitionsreifer Projekte. Dabei werden Umwelt- und Sozialstandards ebenso berücksichtigt wie Fragen der wirtschaftlichen Teilhabe der lokalen Bevölkerung. Ziel ist es, einen übertragbaren Modellansatz zu entwickeln, der auch auf andere marokkanische Regionen angewendet werden kann. Ein zusätzlicher Schwerpunkt liegt auf der Förderung des internationalen Dialogs zur Entwicklung eines nachhaltigen Wasserstoffmarkts. Das Projekt unterstützt marokkanische Akteure dabei, sich aktiv an globalen Foren zur Standardsetzung, Zertifizierung und Partnerschaftsentwicklung zu beteiligen. Marokko positioniert sich damit als Vorreiter für grüne Energie im globalen Süden und als potenzieller Exportpartner für Europa und andere Regionen. In der Implementierung verfolgt Relance Verte einen systemischen Ansatz: Es fördert institutionelle Reformprozesse, stärkt regionale Umsetzungsstrukturen und treibt Innovation und Qualifizierung voran. Damit leistet das Vorhaben einen Beitrag zur Umsetzung der marokkanischen Energie- und Wasserstoffstrategie, zur Erreichung der nationalen Klimaziele und zur sozialen und wirtschaftlichen Entwicklung des Landes.

Benin has a young population of 13.4 million. With an annual demographic growth rate of 2.7?% (2022), 42?% of the population is under 15. Every year, around 200,000 young people join the labour market. Despite economic growth of around 6?% per year (2017-2022), the labour market is not in a position to offer qualified employment to all young people. 84?% of the workforce works in precarious conditions in the informal business sector. And 72?% of the workforce (92?% of young people aged 15 to 24) is underemployed in terms of income or working hours. The result is a high poverty rate of 49.6?% and a highly unequal distribution of income (Gini coefficient of 0.48) (World Bank 2022). The TVET system is not sufficiently capable of preparing young people for the labour market. The number of students registered in technical and vocational education and training (TVET) is low compared to the number of students in general secondary education. Currently, 30,000 young people, 31?% of whom are women, are enrolled in formal TVET, corresponding to 3.8?% of all secondary school students. The low enrolment in TVET can be explained by the lack of formal training opportunities of this type, the high entry requirements, the lack of information among families about the needs of the labour market, and the high fees for trainees" families. Recognising the constraints of the national TVET system, the government has adopted a National Strategy for TVET 2020 - 2030, which aims for higher quality of technical and vocational skills and qualifications in priority sectors of the country's economy. The government is also committed to enhance the governance of the system, the modernisation of curricula and the certification of apprenticeships. In this way, it aims to contribute to the structural transformation of the economy as reflected in the Government Action Programme PAG2 (2021-2024). The Federal Republic of Germany is supporting Benin in the operationalization of the reform of its vocational training system through, among other initiatives, the "Promotion of vocational training" Project (ProFoP). The project aims to improve the institutional framework for a formal vocational training offer aligned with the needs of the local economy. To this end, it encourages the establishment of systematic cooperative relationships between state structures in charge of vocational training and the private sector, as well as the piloting of cooperative training approaches in selected sectors. The project measures support practical, inclusive vocational training that meets the needs of the national economy. In this way, they contribute to increasing opportunities for decent employment and secure income, particularly for women. The module is structured around four main outputs: Output 1 aims to strengthen the steering and implementation capacities of public and private sector structures involved in the governance and coordination of vocational training. Output 2 aims to improve cooperation mechanisms between state and private-sector players in the field of dual vocational training. Output 3 is aimed at piloting dual vocational training provision in the selected sectors of renewable energies, agriculture, IT and other prospective sectors, which are relevant to the labour market. This means that parts of the training are carried out in a company. Output 4 aims to improve career guidance, training support and integration measures for young people, particularly women and disadvantaged groups.

Context India is facing an increasing water crisis due to over-extraction, climate variability, and degradation of water bodies and watersheds. Public programmes for rural development such as MGNREGS, PMKSY, and the Jal Shakti Abhiyan have taken steps to address the challenges, but implementation often remains fragmented and impact in terms of water security unclear. There is an urgent need to build data-driven, risk-informed, and integrated planning frameworks and capacities at all levels of governance. The Water Vision 2047 of the Government of India outlines a transformative agenda for water security that requires convergence of schemes, innovative solutions, and community participation. The Project The Indo-German project cooperates with the Ministry of Water (MoJS) and Ministry or Rural Development (MoRD) and aims to co-develop and demonstrate a comprehensive decision-support and planning framework to enable local planners to conduct an Integrated Water Security Assessment and Planning by using verified geospatial and non-spatial data as well as tailored evaluation tools. It leverages learnings from past initiatives to develop frameworks, tools, and institutional capacities that enable coordinated action across sectors for more effective outcomes. Ultimately, the project seeks to operationalise India"s Water Vision for the benefit of rural communities. Main Objective The convergent implementation of India's Water Vision 2047 to increase water security and climate resilience of the vulnerable rural population are improved in selected states of India. Outputs and Action Areas The project is implemented addressing the following outputs and respective action areas: Output 1: Development of framework, approaches, and instruments - Develop a Rural Water Security (RWS) Framework as basis to support new integrated approaches and guidelines for assessment, planning, convergent implementation, and impact monitoring of water security measures - Development of an index for benchmarking and impact monitoring of rural water security (RWS index) - Further develop related digital solutions and dashboards for assessment and decision support - Capacity Development on Integrated Water Security Assessment and Planning at district, block and Gram Panchayat level Output 2: Convergent implementation of measures to improve water security in demonstration districts - On-the-job training to develop local water security plans - Strengthening district-level governance mechanisms for convergent implementation - Provide handholding support for convergent implementation of measures to improve water security at Block and Gram Panchayat level - Use of existing and new incentive mechanisms for convergent implementation of measures to improve water security Output 3: Institutional mechanisms for mainstreaming - Evaluation and documentation of successful applications of the RWS framework - Preparation of materials for mainstreaming - Integration of approaches and digital solutions in programme delivery systems - Mechanisms for aligning water security plans with sector plans Intervention Area The project will be implemented in 12 demonstration districts located in the following six states: Bihar, Gujarat, Odisha, Uttarakhand, Maharashtra, and Karnataka.

The Scaling Digital Agriculture Innovations through Start-ups (SAIS) programme is a global accelerator and company development initiative implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), SAIS also receives co-funding from the Bill & Melinda Gates Foundation and the European Union. Launched in 2019, SAIS aims to scale tech and tech-enabled private sector solutions in agriculture, livestock, food, climate, and the circular economy. Through its investment readiness programmes, SAIS provides tailored support to start-ups and companies to enhance their investment readiness, enabling them to attract funding, scale operations, and increase their impact. SAIS currently operates the following programmes: - SAIS Africa: A 12-month investment readiness programme for up to 25 tech and tech-enabled African start-ups, with tracks for francophone countries (PPI), anglophone countries (r-IRP), and livestock-focused start-ups. - SAIS CIRCULAR (Sri Lanka): Supports start-ups and SMEs developing circular economy solutions to reduce food loss and plastic waste in Sri Lanka, including incubation, acceleration, and access to finance. Through SAIS, GIZ aims to scale proven digital innovations that improve income, nutrition, or climate resilience in the agri-food sector. SAIS is currently commissioned until June 2029.

Despite Peru"s progress in developing national and sectoral strategies for the circular economy and climate change mitigation, significant implementation challenges remain. Circular practices are still limited among micro, small, and medium-sized enterprises (MSMEs), which make up the vast majority of the country"s industrial and commercial base. Likewise, the adoption of carbon-neutral technologies-such as energy efficiency, renewable self-generation, and digital optimisation-remains in its early stages. Structural barriers include fragmented governance, limited technical capacities, weak inter-institutional coordination, restricted access to financing, the absence of scalable business models, and the lack of a circular value chain perspective among anchor companies and their supplier networks. In this context, GIZ is implementing the technical cooperation project "Circular economy for climate-friendly urban development II - ProCircular" between 2025 and 2027 and will launch the project "Use of carbon-neutral technologies to scale up mitigation measures in strategic sectors - ProEficiencia" in 2026. ProCircular aims to enhance the adoption of resource-efficient and climate-friendly circular economy practices among companies in the manufacturing and commerce sectors across selected value chains. In parallel, ProEficiencia focuses on promoting the integrated use of carbon-neutral technologies in the same sectors, in support of Peru"s Nationally Determined Contributions (NDCs). Both projects target companies in the food, beverage, and domestic trade sectors, relevant ministries, business associations, and financial institutions. The ProCircular project, its political counterpart is the Ministry of Production. Its outputs are: (i) Improving the enabling conditions for circular value chains through systemic interventions, (ii) Developing business models in circular value chains, and (iii) Disseminating and transferring good practices from circular value chain models through systemic interventions. On the other hand, the ProEficiencia Project, its political counterpart is the Ministry of the Environment. Its outputs are: (i) Improved coordination of the use of carbon-neutral technologies and practices throughout value chains, (ii) Increasing availability of business models for the use of carbon-neutral technologies and practices that take gender issues into account throughout value chains, and (iii) Improved conditions for scaling up gender-sensitive approaches to the use of carbon-neutral technologies and practices. These initiatives aim to strengthen the implementation of integrated circular economy approaches and carbon-neutral technologies within Peruvian companies, particularly within the manufacturing and commerce sectors. Both projects form part of the Peru-Germany Climate Alliance, a bilateral initiative that supports Peru's transition towards a sustainable, inclusive and low-carbon economy.

Capacity WORKS (CW) ist das Managementmodell der GIZ für nachhaltige Entwicklung. Es dient dem Management und der Steuerung von Aufträgen (Projekten) mit dem Ziel, wirkungsvoll zum Capacity Development der Partnerorganisationen beizutragen, damit sich die Leistungsfähigkeit von Menschen, Organisationen, Netzwerken und gesellschaftlichen Systemen in unseren Partnerländern nachhaltig verbessert. Das Managementmodell bietet eine strukturierte Herangehensweise für die Steuerung von Vorhaben. Es eröffnet die Spielräume für die Gestaltung der notwendigen Kooperationsaufgaben. Es "übersetzt" das unternehmenspolitische Leitbild für nachhaltige Entwicklung in ein umfassendes und praktikables Modell. Die fünf Erfolgsfaktoren Strategie, Kooperation, Steuerungsstruktur, Prozesse sowie Lernen und Innovation fördern und öffnen durch Leitfragen - wenn situativ angepasst herangezogen - neue Handlungsspielräume für Veränderungsprozesse. Durch ein systemisches Capacity Development von Personen, Organisationen und Gesellschaften werden die gemeinsamen Ziele zur nachhaltigen Entwicklung erreicht. Die Akademie für internationale Zusammenarbeit bietet in Kooperation mit dem Fach- und Methodenbereich der GIZ aktuell zwei Kurse im Bereich Capacity WORKS an: - Kooperationsmanagement mit Capacity WORKS (zur Vermittlung der Handlungskompetenz) - Kooperationsmanagement mit Capacity WORKS für Consultingwirtschaft (zur Vermittlung der Überblickskompetenz). Zielgruppe des Kurses Kooperationsmanagement mit Capacity WORKS sind alle Mitarbeitenden der GIZ, insbesondere Mitarbeitende mit Steuerungsaufgaben. Teilnehmende werden in die Nutzung des Modells zur Steuerung von Kooperationssystemen eingeführt. Der Kurs Kooperationsmanagement mit Capacity WORKS für Consultingwirtschaft richtet sich wie der Name sagt, an externe Berater*innen sowie Consultingunternehmen. The project "Strengthening sustainable finance in Senegal" (02/25-01/28), mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ) aims to strengthen sustainable financing in the financial sector in Senegal. It advises and develops the skills of political decision-makers as well as financial sector actors. A main activity is supporting the development and implementation of the Senegalese green finance taxonomy. The project also includes advisory services to financial institutions to develop and apply innovative sustainable financing instruments. In this way, the project contributes to improving the conditions for a green and socially just financial market in Senegal. On a macro level, the project cooperates closely with the the Ministry of Finance and Budget (MFB), Ministry of Environment and Ecological Transition (METE), Ministry of Economy and Planning (MEPC) and the Central Bank of West African States (BCEAO). The downstream project structures also include the public development banks, primarily the National Development Bank (BNDE), the Agricultural Bank (LBA), a state-owned investment fund (FONSIS) as well as commercial banks and to a lesser extend microfinance institutions. The topics of cooperation include scaling sustainable financing through innovative financial instruments, sustainable business models and pipeline building, and risk management strategies. The project intervenes primarily at macro and meso level. It supports senior officials from the all relevant ministries and regulatory and supervisory entities who aim to enhance their policy-making and financial oversight skills regarding sustainable financing. Additionally, senior staff from financial institutions and private sector companies are also targeted. The project encompasses two primary outputs. Output 1 focuses on policy advice. It involves providing advice and capacity building to the Ministry of Finance and other stakeholders within the financial sector on developing a gender-sensitive national strategy and ensuring policy coherence for sustainable finance, including advice on gender mainstreaming. Moreover, it includes advising on the development and implementation of a green taxonomy. Output 2 addresses financial instruments and tools for sustainable financing. This involves consulting with financial sector stakeholders to develop innovative sustainable financing instruments, products, and models, such as green bonds. It also includes providing technical advice to financial sector stakeholders on creating risk assessment and de-risking strategies, as well as offering technical advice on developing ESG risk management tools to address climate change and environmental-specific portfolio risks, along with financial disclosure. Furthermore, it entails mapping planned sustainable large-scale public and private sector projects regarding financing capacity, including identifying potential financing sources, mechanisms, and instruments, and assessing their alignment with green taxonomy and responsible investors" requirements. The output also supports networking and matchmaking between project developers and investors for selected large-scale projects, and facilitates peer learning through international networks and initiatives focused on climate, environment, and sustainability finance. The tasks to be performed belong to Output 2 and focus on close collaboration and implementation with local public and private financial institutions aiming to increase the availability of sustainable financial instruments and tools in Senegal.

Capacity WORKS (CW) ist das Managementmodell der GIZ für nachhaltige Entwicklung. Es dient dem Management und der Steuerung von Aufträgen (Projekten) mit dem Ziel, wirkungsvoll zum Capacity Development der Partnerorganisationen beizutragen, damit sich die Leistungsfähigkeit von Menschen, Organisationen, Netzwerken und gesellschaftlichen Systemen in unseren Partnerländern nachhaltig verbessert. Das Managementmodell bietet eine strukturierte Herangehensweise für die Steuerung von Vorhaben. Es eröffnet die Spielräume für die Gestaltung der notwendigen Kooperationsaufgaben. Es "übersetzt" das unternehmenspolitische Leitbild für nachhaltige Entwicklung in ein umfassendes und praktikables Modell. Die fünf Erfolgsfaktoren Strategie, Kooperation, Steuerungsstruktur, Prozesse sowie Lernen und Innovation fördern und öffnen durch Leitfragen - wenn situativ angepasst herangezogen - neue Handlungsspielräume für Veränderungsprozesse. Durch ein systemisches Capacity Development von Personen, Organisationen und Gesellschaften werden die gemeinsamen Ziele zur nachhaltigen Entwicklung erreicht. Die Akademie für internationale Zusammenarbeit bietet in Kooperation mit dem Fach- und Methodenbereich der GIZ aktuell zwei Kurse im Bereich Capacity WORKS an: - Kooperationsmanagement mit Capacity WORKS (zur Vermittlung der Handlungskompetenz) - Kooperationsmanagement mit Capacity WORKS für Consultingwirtschaft (zur Vermittlung der Überblickskompetenz). Zielgruppe des Kurses Kooperationsmanagement mit Capacity WORKS sind alle Mitarbeitenden der GIZ, insbesondere Mitarbeitende mit Steuerungsaufgaben. Teilnehmende werden in die Nutzung des Modells zur Steuerung von Kooperationssystemen eingeführt. Der Kurs Kooperationsmanagement mit Capacity WORKS für Consultingwirtschaft richtet sich wie der Name sagt, an externe Berater*innen sowie Consultingunternehmen. In diesem Kurs wird ein Überblick über das Managementmodell der GIZ Capacity WORKS und seine Erfolgsfaktoren vermittelt.

Beschreibung
Gegenstand dieser Ausschreibung ist der Abschluss einer Rahmenvereinbarung (RV) über die Durchführung von Auftragsmanagementkursen (AMK) durch qualifizierte Fachkräfte während der Vertragslaufzeit. Ziel dabei ist es, eine auftragnehmende Partei (AN) unter der RV zu beauftragen. Aus dieser RV werden die Einsätze zur Durchführung der AMK abgerufen. Die Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) ist ein weltweit tätiges Unternehmen, welches seit vielen Jahrzehnten weltweit Projekte und Programme in unterschiedlichen Themenfeldern umsetzt. Das Kerngeschäft der GIZ ist das Management von Aufträgen (Projekten). Der Auftragsmanagementkurs (AMK) deckt das gesamte Thema "Auftragsmanagement" überblicksartig ab. Das Auftragsmanagement beschreibt die Art und Weise, wie die GIZ im Auftragsverhältnis arbeitet und Aufträge (Projekte) umsetzt. Die GIZ wird von Auftraggebern beauftragt, um in der Regel Institutionen in Partnerländern (Leistungsempfänger) zu beraten. Auftragsmanagement umfasst das Auftragsverfahren (Beziehung GIZ und Auftraggeber), das GIZ-Kooperationsmanagement (nach dem GIZ-Managementmodell Capacity WORKS), das sich vornehmlich auf die Kooperation mit Dritten bezieht, sowie das GIZ-Projektmanagement, das das Management des GIZ-Beitrages in der Projektumsetzung umfasst. Das Auftragsmanagement kennt verschiedene Zyklen, Qualitätsstandards und Qualitätssicherungsinstrumente. Die Akademie für internationale Zusammenarbeit (AIZ) der GIZ trainiert Mitarbeitende in verschiedenen Bereichen. Ihre Auftragsmanagementkurse haben einen Umfang von einer Arbeitswoche und existieren in einer Kompaktvariante (derzeit in Präsenz) und einer virtuellen, modularisierten, über 4 Wochen gestreckten Variante (mit 8 Modulen). Zielgruppe sind giz-Mitarbeitende (neue Mitarbeitende in der giz und Personen mit bestimmten Stellenwechseln). Nach dem Kurs sollen die Teilnehmenden die GIZ im politischen Kontext verorten können, sowie die Anforderungen an Aufträge verstehen: zentrale Anforderungen ausgewählter Auftrag-/ Drittmittelgeber sowie die GIZ-internen Anforderungen, Prozesse und Rollen von der Auftragsklärung bis zum Abschluss eines Vorhabens. Sie können zudem die eigene Rolle im Auftragsmanagement verorten, d.h. den eigenen Arbeitskontext, ihre Rolle und Verantwortlichkeiten im Auftragsmanagement der GIZ verorten und ihre Gestaltungsspielräume erkennen. Schließlich können Sie das eigene Lernen in die Hand nehmen. Grundlage ist die Erkenntnis, dass die Tätigkeit in der GIZ kontinuierliches Informieren und Lernen erfordert und ein Einschätzungsvermögen dazu, wo sie Informations-, Fortbildungs- und Beratungsbedarf haben. Der Auftragnehmer soll die Kurse aus dem Jahresprogramm der AIZ sowie Kurs auf Anfrage durchführen. Hierzu gehören eine Jahresplanung, die Besetzung der Trainer*innen für die Trainings, die Durchführung der Kurse sowie ein Monitoring und finanzielle Abwicklung gemäß Anforderungen des Auftraggebers. Vom Auftragnehmer wird eine enge Zusammenarbeit bezüglich der Qualitätssicherung erwartet - die Teilnahme des Trainer*innenpools an einem jährlichen Trainer*innentag, sowie die jährliche Aktualisierung des Materials und ggfs. von Übungen nach Austausch mit dem Auftraggeber und nach Maßgabe des Auftraggebers. Eine weiterreichende Aktualisierungen des Materials und Anpassung des Regieplans kann auf besondere schriftliche Aufforderung und Vereinbarung mit dem Auftraggeber ebenfalls abgerufen werden. Die Vertragslaufzeit beträgt 24 Monate mit der zweimaligen Option auf Verlängerung um 12 Monate.
