In times of multiple and overlapping crises, the Federal Ministry for Economic Cooperation and Development (BMZ) attributes high importance to the development of inclusive and adaptive social protection systems. BMZ is committed to supporting the expansion of social protection around the globe and works closely with its multilateral and international partners towards achieving this goal. The initiative "AI Hub for Social Protection of DCI" of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and its partners support this endeavor through (i) advising social protection institutions in designing, implementing and governing responsible AI systems and strategies, (ii) creating learning materials and virtual trainings for enhancing AI literacy capacities of social protection practitioners, (iii) creating and sharing knowledge products with and through a sector-wide global expert network and (iv) establishing a digital platform for developing and sharing AI Digital Public Goods (DPGs) in Social Protection (SP) including standards, data sets and software. The AI Hub for Social Protection is an endeavor of the Digital Convergence Initiative (DCI) which was launched in 2021 under the umbrella of the Global Partnership for Universal Social Protection (USP2030), with a view to harmonization and standardization of the digital ecosystem in social protection. Under the DCI structure, the AI Hub supports countries in navigating the rapidly evolving landscape of AI while promoting the principles of responsible, innovative and sovereign AI adoption within unique country contexts. During its inception phase the AI Hub will collaborate with a group of core partners to shape its strategic and thematic orientation. Among these core partners there are institutions with strong sectoral and technical expertise and a demonstrated commitment to contributing to global processes. This includes the Ministry for Employment and Social Development Canada (ESDC), German Social Accident Insurance Institution for the construction sector (BG BAU), the Federation of German Pension Insurance Institutions (DRV Bund), the International Social Security Association (ISSA), and DataPrev, a Social Security Information and Technology Enterprise of the Brazilian government responsible for managing the social data of the National Social Security Institute (INSS). Their engagement will be instrumental in driving the Hub"s four key areas of activity: country support, knowledge creation and sharing, capacity development and digital public goods and standards. The application of AI in social protection systems holds immense potential to improve efficiency, inclusion, and adaptability - essential factors for safeguarding vulnerable populations in times of crisis. Yet, challenges such as missing or weak AI governance and regulatory frameworks, lack of expertise regarding where and how to best deploy AI-driven solutions as well as limited technical expertise or low availability of high-quality data can prevent governments from fully leveraging these benefits. As AI advances rapidly, social protection institutions struggle to keep pace, limiting their ability to harness the benefits of AI for enhancing their social protection systems, while upholding human rights and ensuring equitable access to services. To date, the AI Hub"s services have been primarily delivered through digital social protection experts from the field of international development cooperation with deep sectoral expertise in building inclusive, interoperable, and harmonized digital social protection systems. These experts possess extensive experience supporting governments in their digital transformation efforts, particularly within low- and middle-income countries characterized by limited resources and digital maturity. While highly valuable, this expertise alone does not encompass the full spectrum of skills and capabilities necessary to implement the AI Hub activities and particularly, deliver its strategic and technical advisory services supported by proven methodologies and tools to social protection institutions in an efficient and effective manner for guiding them on their responsible AI adoption journey. Recognizing the emerging and rapidly evolving landscape of AI technologies and their potential to transform social protection systems, this procurement aims to contract a project team encompassing interdisciplinary, specialized AI and digital transformation experts for public sector clients with an extensive background in management and technology consulting with regard to AI strategy and implementation from the private sector. These experts will complement existing sectoral specialists and bring critical additional capabilities to the AI Hub"s service delivery and strategic development. Consultants under this contract shall closely work together with other AI Hub staff such as the before mentioned digital social protection experts, thereby ensuring an active and systematic knowledge exchange, beneficial for the overall project.

Ukraine's economy has faced significant challenges due to the ongoing war, resulting in a significant GDP contraction and only a modest growth forecast of about 2% for 2025. The country is now in its fourth year of operating under wartime conditions, with over 3.6 million internally displaced people and about 5.8 million refugees as of late 2024 and October 2025 respectively. These displacements destabilize households and local economies, while repeated Russian attacks have damaged critical infrastructure, particularly in the heating and energy sectors, affecting production across various industries. Additionally, financing for companies remains constrained also due to war-related risks. Despite these challenges, Ukraine sees potential for economic and financial sector reforms driven by its EU accession aspirations. The Ukraine Plan outlines the government's vision for recovery, reconstruction, and modernisation, aiming to foster the necessary reforms for EU integration. This plan also serves as the basis for funding from the EU's Ukraine Facility, supporting reforms in the economy and financial sector until 2027. Ukraine"s financial sector is undergoing a significant transformation as part of the EU accession process, with the National Bank of Ukraine (NBU) and financial sector associations playing a key role in aligning and implementing national regulation with EU requirements. The international cooperation programme STEP IN 2 EU is co-funded by the German and Norwegian Governments, and the European Union under its EU4Business initiative and implemented by the German federal company "Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH". The programme aims to support the Government of Ukraine in the EU accession progress on economic chapters and create better economic conditions and financing options for Ukrainian companies to benefit from integrating into the EU single market. The overall objective of the Programme is: "The economic policy environment for the EU Single Market integration of Ukrainian businesses, including financing options, has improved." The expected outputs are: - Output 1: "The institutional capacities of the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA), National Bank of Ukraine (NBU) and other relevant actors for drafting economic policy reforms for the EU single market integration of Ukrainian businesses have been strengthened." - Output 2: "Implementation of economic policy reforms to support single market integration of Ukrainian businesses and financial institutions has improved." - Output 3: "The location-based conditions for prioritised sectors in selected regions have improved." - Output 4: "The capacity of selected financial institutions to provide financial services for Ukrainian businesses has improved." This tender covers output 1, 2 and 4 focused on technical support for Ukraine"s financial sector on its reform and EU Accession path as well as improving small and medium sized enterprises" (SME) access to financial services.

The Multi-Donor Action "Application of Just Transition Principles in the Closure and Repurposing of Coal Mines in India" is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ funded project "Just Energy Transition in Coal Regions in India". Background: India is the world's second largest producer, consumer, and importer of coal. With the present trend of the energy sector, it is likely that coal demand may peak after 2035 and subsequently coal demand may undergo gradual tapering. Coal mining is concentrated mainly in economically underdeveloped states such as Jharkhand, Odisha, and Chhattisgarh in northeastern India, where almost all aspects of economic and social life are closely intertwined with the coal industry. The heavy dependence on the coal sector extends to sources of income, government revenue, and technical and social infrastructure. The Indian coal sector directly employs hundred thousand of people. A large additional group of people is informally employed in the coal sector (estimated at several hundred thousand). Further people (estimated at several million) are directly or indirectly dependent on the coal industry. The closure of mines has serious impacts on their livelihoods, especially when considering not only the mine operators and their workforce, but also regional supply chains. Due to this high degree of dependence, the challenges for structural change that meets sustainability criteria are enormous. The growing capital intensity of coal mining in India has already led to a steady decline in employment in this sector over the past decades. However, due to the low level of economic diversification, there are hardly any alternative income opportunities in the coal-mining regions. In many coalfields have exhausted, and more than 300 mines are already unprofitable and are no longer in use. However, there are no plans for their final and environmentally sound closure and for the socio-economic development of the adjacent areas. Uncoordinated mine closures without clear guidelines for the reuse of the land and without taking into account the social and economic impact on the affected communities pose significant health, environmental and safety risks, and threaten to further worsen the already precarious living conditions of vulnerable populations, especially women. There is a lack of suitable instruments for the implementation and scaling of the sustainable closure of coal mines as well as sufficient knowledge and skills of the relevant actors. This inhibits a coherent and environmentally friendly implementation of the closures. The people affected need economic alternatives as well as access to vocational education and training in order to reduce unemployment, social inequality and the vulnerability of vulnerable groups. A regulatory framework for mine closures is under development but is not yet fully developed. The 2009 guidelines have already been revised four times but are still considered incomplete and inadequate by the government and experts. In addition, there is a lack of participatory procedures that are essential for broad acceptance, legitimation and long-term anchoring of planning and implementation processes. There is also a lack of suitable instruments for an expert assessment and planning of the mine closure. There are also insufficient financing options for a sustainable transformation. Relevant empirical knowledge about sustainable mine closures is lacking, as are national and international networks of experts to build the necessary capacities. The closure of coal mines in India has so far taken place without concrete action plans and sustainable reuse strategies that adequately take into account environmental concerns and the gender-equitable socio-economic development of the affected communities (core problem).Overall, sustainable coal mine closure requires integrated solutions that combine climate, energy and environmental goals with qualification, economic diversification and gender equality in order to meet the requirements of a Just Transition. The sustainable closure of coal mines, including their subsequent use, has been initiated in India on the basis of Just Transition principles. In this context, the action supports the Government"s vision by working on three outputs: 1) In three pilot districts, the planning process for the sustainable closure of coal mines, including their repurposing and the socio-economic development of adjacent areas, has been completed. 2) The capacities of the actors important for the sustainable closure of coal mines at the national, state and district levels have been strengthened. 3) The implementation of measures for the sustainable closure of coal mines, including their repurposing and the gender-equitable socio-economic development of adjacent areas, is initiated.

Background Causes preventing MSMEs and farmers from harnessing the potential of agriculture, aquaculture and fisheries to generate enough income and create jobs, especially for women and young people, are manifold. Public services are not sufficiently available, and laws and regulations are inadequate or not consistently applied. Most MSMEs and farmers lack skills and access to financial services, especially in rural areas. However, Mozambique has favorable land, inland water and marine resources for increasing productivity and value addition to meet growing demand for food. The Government of Mozambique recognizes the importance of agriculture and the blue economy for economic development and supports the sectors through strategies such as the National Strategic Development Plan for the Agricultural Sector 2030 and the National Blue Economy Development Strategy. Our approach Within the framework of these strategies under the responsibility of the Ministry of Agriculture, Environment and Fisheries and by building on the experiences of different private sector development projects of German development cooperation in Mozambique, VaMoz Competir applies an integrated approach aiming at the creation of a more conducive environment for the development of the sector in rural and coastal areas. The project promotes income and employment opportunities through three interlinked work streams. 1. Value chain promotion Partnerships with well-established companies that source products from MSMEs and small producers are established aiming at a win-win situation of development and business targets. Within these partnerships, the project provides training to enhance skills, supports the development of digital solutions for supply chain management, and facilitates market processes. Better skills and linkages between small producers, processors, and service providers improve both the income situation and resilience to climate change. In the blue economy sector sustainable and inclusive upgrading strategies are developed and implemented in a participatory and systematic manner for selected aquaculture and fisheries value chains through the EU co-financing. 2. Access to finance By improving the bankability of MSMEs and introducing innovative financial products that are specifically tailored to the needs of agriculture and the blue economy, better conditions are created for access to needs-based financial services. Special emphasis is placed on services that meet the needs of women and young people. In addition, small producers and their organisations are enabled to make greater use of savings and insurance products and are supported in connecting to the formal financial system. This increases their resilience to economic and climatic challenges and ensures their long-term economic stability. 3. Rural economic ecosystem This work stream aims to benefit the private sector in rural areas in the long term. With this goal in mind, local support services for farmers and MSMEs are improved, and regional networks and support structures are established. This also includes support for the implementation of recommendations from national strategies and action plans as well as the public-private platform for the coordination of agricultural financing (CIFAM) under the leadership of the Ministry of Agriculture, Environment and Fisheries.

The International Power-to-X Hub is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) and is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. The International Power-to-X Hub supports the transition to climate-neutral industries and economies by promoting sustainable Power-to-X solutions where direct electrification is not yet feasible, especially in hard-to-abate sectors such as aviation, maritime transport, and energy-intensive industries. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and is therefore a key instrument for replacing fossil-based inputs in sectors including chemicals, fertilisers, steel, cement, aviation, and shipping. The project is based on the understanding that renewable electricity must be used directly wherever possible and that Power-to-X should be applied specifically in areas where no more efficient decarbonisation option is currently available. The PtX Hub has already supported partner countries in developing allocation scenarios for hydrogen and other PtX products, including related value chain analyses. Current and previous activities have been carried out with public-sector partners in Morocco, South Africa, Kenya and Argentina, as well as in other countries of the Global South. At the same time, the International Power-to-X Hub recognises the major development opportunities associated with sustainable PtX markets, particularly for countries with strong renewable energy potential, which can reduce dependence on fossil fuel imports, lower emissions, build new value chains, and position themselves in emerging international markets for climate-neutral fuels and products. A central principle of the project is that sustainability must guide market development from the outset. Power-to-X is only climate-compatible when based on renewable electricity and robust environmental and social standards across the value chain, supported by appropriate certification systems and reliable investment conditions. To date, the PtX Hub has helped identify concrete business cases and derive recommendations for improving regulatory frameworks for sustainable PtX markets. These activities are intended to support pilot-scale implementation and prepare partner countries for the future domestic use and export of electricity-based sustainable fuels. Working with public and private sector partners, we aim to accelerate practical, country-specific pathways towards the production and use of sustainable hydrogen derivatives, e-fuels, and other PtX products, thereby contributing to global climate goals and long-term sustainable economic transformation.

Strengthening Ukraine's EU Alignment in the Rule of Law is a project to assist the government of Ukraine in its efforts to align Ukrainian legislation with the acquis communautaire of the European Union, focusing on the negotiation chapters related to Judiciary and Fundamental Rights (Chapter 23) and Justice, Freedom and Security (Chapter 24) that lie at the heart of the cluster called the Fundamentals of EU Membership. The two chapters deal with the following topics: - Chapter 23 "Judiciary and Fundamental Rights": Judiciary, fight against corruption, fundamental rights (including?anti-discrimination, the right to a fair trial, amongst others) and the rights of EU citizens (including the right to vote and stand for election to the European Parliament, the right to vote and stand for local elections, the right to settle freely within the EU). - Chapter 24 "Justice, Freedom and Security": Border control, visas, migration, asylum, police cooperation, fight against organized crime and terrorism, cooperation in the field of drugs, customs cooperation, and judicial cooperation in criminal and civil matters. The project aims at enhancing the capacities of key actors within the Ukrainian government to steer and implement a cooperative and participative process of the country"s EU alignment in the rule of law. The implementation partners are the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine (DPMO) as well as the Government Office for Coordination on European and Euro-Atlantic Integration (GOCEEI) located at the Cabinet of Ministers of Ukraine. These two institutions are responsible for the overall coordination and steering of the EU accession process. At the same time, the project works with the key line ministries responsible for the implementation of Chapters 23 and 24. In particular, since the Ministry of Justice (MoJ) will be leading on these chapters, a close cooperation has been established with the Deputy Minister for European Integration of the MoJ. The MoJ will be the main cooperation partner for any concrete work on legal approximation in the field of rule of law, i.e., chapters 23 and 24, but not the only one. Hence, the primeray beneficiary of this assignment will be the MoJ. The above-mentioned government bodies are responsible for the coordination and implementation of the EU accession process but suffer from lacks of resources with the necessary expertise regarding the overall negotiation process as well as the concrete legal approximation work. With the aim to support these bodies providing the relevant advisory services for the up-coming processes and tasks, the project "Strengthening Ukraine's EU Alignment in the Rule of Law" works in the following three action areas: - "Expertise": An Expert Platform pooling expertise on the most relevant clusters and chapters of the acquis for the rule of law will be established. The aim is to bring together renowned Ukrainian and international legal experts providing hands-on and needs-based but structured capacity building to those actors of DPMO, GOCEEI, Ministry of Justice (MoJ) and related stakeholders concerned with the implementation of Chapters 23 and 24. Besides such a coaching or mentoring function, the platform is envisaged to carry out capacity development activities such as training courses, seminars and workshops as complementary measures, taking account of limitations in human resources the Ukrainian government currently has. - "Experience": Facilitation of experience exchange provided specifically to DPMO and GOCEEI in the areas of strategic planning and coordination of the accession process, with a specific focus on topics related to the rule of law and promoting legitimate governance structures. - "Exchange": Fostering high-level political exchange and multi-stakeholder dialogue at international and national level.

1. Introduction and Background Ethiopia is experiencing rapid economic growth. However, this growth is accompanied by significant labour market challenges, with projections indicating approximately 2.2 million new job seekers annually for the next three decades. A critical need exists to equip vocational trainees with practical skills. The Ethiopian Government, in its 2023 Education and Training Policy, emphasises the importance of effective collaboration between the education sector and private sector to align training with industry needs and bridge the labour market gap. Current private sector involvement in Technical and Vocational Education and Training (TVET) lacks a supportive regulatory framework. This deficiency hinders the private sector's role, leading to low employability of vocational graduates and a shortage of skilled workers. Furthermore, TVET trainers often lack practical experience, limiting their ability to provide relevant real-world context. Meaningful private sector engagement necessitates serious consideration of input from companies, chambers, and associations at all levels, beginning with governance. 2. Project Overview: STEP IV The STEP IV project, funded by the German Government and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), is implemented by GIZ. Its primary objective is to support the income and employment situation for the Ethiopian population, especially for young people, by demand-oriented training and qualification offers. The German government's support aims to systematically engage the organised private sector, which requires strengthening to effectively advocate for and assume its role in TVET. Fostering public-private dialogue is crucial for building trust and collaboration, ultimately informing the development of a TVET Strategy that ensures private sector involvement in decision-making and implementation. The STEP IV project actively promotes the involvement of companies in developing and implementing labour market-oriented qualification measures such as cooperative and short- term training programs. Gender equality is a guiding principle integrated across all project interventions. 3. Thematic Areas and Activities The STEP IV project structures its activities under three interconnected thematic areas - Regulatory Framework for TVET: promoting reform guidelines translation into practical strategies, implementation plans, legal frameworks, and steering structures. - Strengthen the Role of the Private Sector: supporting the organised private sector in fulfilling its central role in managing vocational training. - Align the TVET system with transformation processes: enabling vocational training actors to recognise social (gender) and economic (digitalszation and green TVET) transformation processes and make necessary adjustment 4. Implementation Approach and Key Challenges The STEP IV project operates at national, regional, and local levels. It provides advisory support to partner institutions to improve trainer training. A core activity involves implementing demand-oriented, private sector-led cooperative and short-term training programs. These programs focus on green, digital, and entrepreneurial skills and target TVET trainees, job seekers, and the informally employed (incl. women and people with disabilities) in selected high-employability economic sectors. While cooperative and short-term training are integral to Ethiopia's TVET policy, their implementation is often weak due to limited private sector engagement in program design, occupational standard review, and trainee assessment. A key challenge is the effective translation of occupational standards (OS) and Units of Competence (UoC) into functional cooperative trainings. Developing these effective programs requires collaborative involvement from companies, TVET institutions, and federal/regional governments.

The Team Europe Initiative (TEI) "Sustainability in Global Value Chains" is an initiative co-financed by the European Commission (EC) that supports stakeholders in partner countries of EU development cooperation - governments, businesses, civil society organizations, trade unions and workers, and multi-stakeholder initiatives - in navigating and identifying relevant information related to the requirements and opportunities presented by the Corporate Sustainability Due Diligence Directive (CSDDD). GIZ is implementing the TEI on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) as part of the sector programme "Corporate and Public Responsibility for Sustainable Supply Chains." Background and Objective: The CSDDD entered into force on 25 July 2024 and requires large EU companies (with more than 1,000 employees and an annual turnover exceeding EUR 450 million) as well as non-EU companies with significant activities in the EU market (over EUR 450 million in EU turnover) to uphold human rights standards and carry out environmental due diligence throughout their entire value chains. Due to the strong external dimension of this Directive, numerous actors in partner countries (recipients of EU development cooperation assistance) will be affected - including governments, companies, civil society organizations, and social partners. Many of these stakeholders are either unfamiliar with the concept of corporate due diligence or view the CSDDD as a trade barrier. Furthermore, the potential benefits of the CSDDD - such as improved access to legal remedies for affected parties or competitive advantages for sustainable companies - are often not well understood. To ensure that the CSDDD is implemented in a development-oriented and collaborative manner, companies and their partner countries require specific support. In particular, small and medium-sized enterprises (SMEs) in these countries need accompanying measures to turn the implementation of the CSDDD into an opportunity. Coordination through the Team Europe Initiative The EC and several EU Member States (Belgium, Germany, France, Italy, Luxembourg, the Netherlands, and Sweden) launched the TEI to improve the coordination and transparency of various existing EU support measures. This broad array of funding initiatives often makes it challenging for stakeholders in partner countries to locate appropriate support services. By aggregating the support available, the TEI consolidates these measures and ensures more efficient collaboration. Key Measure: EU Helpdesk "European Due Diligence Navigator" The main aim of the TEI is to establish and run the "EU Due Diligence Navigator", an EU Helpdesk. The Navigator consists of: - An online platform that presents general information on the CSDDD itself, as well as various associated support measures aimed at the target groups (key stakeholders in partner countries). - Personalized advisory services provided by a specialized team of advisors This measure is jointly financed by the EC and BMZ and is implemented by GIZ. The Navigator has the specific goal of informing stakeholders in partner countries about the requirements associated with the CSDDD and the opportunities arising from it. This is done by providing general information on the CSDDD and directing users of the Navigator to where they can find suitable support. Coordination is carried out closely with the Directorate-General for International Partnerships (DG INTPA) of the European Commission. In summary, the TEI promotes a sustainable and equitable implementation of the CSDDD in partner countries. By providing coordinated information and support services, it aims to ensure that companies and other stakeholders can leverage the requirements of the CSDDD as an opportunity for development.

Brief description: The project will strengthen Sierra Leone"s podiatric referral care for communicable diseases by replacing an obsolete Ebola era temporary isolation structure at Ola During Children"s Hospital (ODCH) with a purpose built Paediatric Infectious Diseases/Isolation Unit (IDU). Embedded in BMZ/GIZ"s "Health System Strengthening and Epidemic Prevention - Phase II" and implemented with the Ministry of Health, the facility will expand and modernize inpatient capacity, enhance infection prevention and control (IPC), reduce nosocomial transmission, improve staff safety, and contribute to better clinical outcomes for children. The IDU supports national outbreak preparedness and response. Scope of services: GIZ invites multidisciplinary General Planner Services to deliver a complete, coordinated, permit ready design and tender package for the IDU on an approx. 1,400 m2 plot adjacent to, yet clearly segregated from, the main ODCH compound. Targeted outcome: A fully coordinated, permit cleared, tender ready design package for a modern pediatric IDU at ODCH that enables competitive construction procurement and strengthens IPC performance, safer pediatric care, and epidemic preparedness in Sierra Leone.

The "Strong Businesses and Communities for Moldova" (SBC) project is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union (EU) and the Swiss Government. The project is implemented by the German Development Cooperation through GIZ in the time frame from 01/2022-12/2026. It has the objective to improve the socio-economic development prospects of the population in Moldovan municipalities. The strategy of the projects builds on a multi-level approach and complements targeted interventions across five distinct outputs in selected partner municipalities with advisory support to the national policy level. Output 2 "Integrated Urban Development", in which the consultancy services requested are anchored, seeks to strengthen the capacities of selected partner cities to apply integrated urban development procedures as well as to improve the corresponding policy framework on the national level. On the one hand, the project team works on local level with city administrations on the implementation of the National Program for Growth Poles. In addition to strategic and organizational consulting for the implementation of the program, the focus is on technical and process consulting for the participatory preparation of infrastructure projects that are ready for financing. The city administrations are also supported in connecting with national or international financing partners. Moreover, on the basis of existing socio-economic development strategies, the city administrations are provided with technical support in developing urban plans in a selected sector (e.g. sustainable mobility, waste management or green areas/open space) in a participation-oriented and cross-sectoral manner. On the other hand, the project team advises the Ministry of Infrastructure and Regional Development (MIRD) on improving the policy framework for sustainable municipal, urban and regional development as well as the vertical dialogue between the actors involved in activities in the partner cities. A key focus lies on supporting the MIRD in coping with the requirements in their policy domain resulting from the EU accession negotiations with Moldova, which have been officially opened by the European Council in December 2023. The first Intergovernmental Conference marking the formal launch of the accession negotiations was held on 25 June 2024 and the Commission started the bilateral phase of the screening process immediately after in July 2024. A national referendum to anchor EU integration in the Moldovan Constitution took place together with the presidential election on 20 October 2024. The proposal to enshrine EU accession in the Constitution was supported by 50,38% of voters. The policy advisory of the project focuses on supporting the Moldovan Government and more specifically the MIRD in complying with the requirements of the EU Acquis as they are set out in Cluster V "Resources, Agriculture and Cohesion", Chapter 22 "Regional Policy and Coordination of Structural Instruments".

Beschreibung
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Colombia, on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), implements between July 2025 and June 2028 the "Regions Initiative - Promoting the economic and health participation of particularly vulnerable refugees and migrants and host communities in Colombia". Objective: to strengthen the inclusion and participation of migrants, women, LGBTIQ+ people, people with disabilities and other vulnerable groups in Cali (mainly) and Bogota, by: (1) improving employment and income (training, entrepreneurship, linkage with private sector and finance); (2) access to sexual and reproductive health services and rights (training, adaptation of protocols, clinical partnerships); (3) prevention of gender-based violence (training of providers, adaptation of standards and strengthening of safe spaces). With the reception of more than 2.81 million people from Venezuela, Colombia is one of the main receiving countries in the world. In addition, there are numerous refugees and migrants of other nationalities using Colombia as a transit country. In addition, by the end of 2023, 6.9 million Colombians were displaced within the country and more than 115,000 Colombians sought asylum outside the country, many in Spain. Cali, capital of the department of Valle del Cauca, is a central receiving city for Venezuelan migrants and internally displaced persons, especially from the Pacific region. The term "migrants" also includes refugees, asylum seekers and returnees. Cali faces the challenge of promoting the inclusive participation of vulnerable groups in social life and the labor market. Most affected are women, youth, LSBTQI+ people, ethnic minorities such as indigenous and Afro-Colombians, and people with disabilities, who often suffer multiple discriminations. The project's central objective is to strengthen the inclusive participation of migrants, women, LGBTIQ+ people, people with disabilities and other particularly vulnerable members of host communities in Colombia.

Despite Iraq's macroeconomic position as an upper-middle-income country, the economic situation in Iraq is tense and employment opportunities are scarce. IDPs, refugees from neighbouring countries, as well as host communities of displaced persons in Iraq face a high level or high risk of poverty stemming from the lack of prospects for income-generating employment. These groups often have insufficient qualifications for existing jobs or the qualifications are not recognised. Lack of access to finance for entrepreneurial activities and to employment-related networks further hampers employment growth. Structural business development support for start-ups and scale-ups is rare. Existential constraints often push vulnerable labour market participants into short-term, informal jobs with no prospects for long-term decent employment. Many IDP returnee and refugee families as well as vulnerable households in general rely on small-scale farming and livestock. Most of these enterprises are small, informal, and low in productivity due to limited access to finance and structured support as well as limited equipment and water access, weak business and marketing capacity and poor market linkages. Environmental pressures reduce agricultural productivity further and make climate-smart practices and improved resource management critical. Women and people with disabilities are severely disadvantaged. Despite very low participation in the labour market, 30% of women of working age are unemployed (compared with 13% of men) and there are far fewer female than male entrepreneurs. Women account for just 11% of the working population and have less access to land and other assets as well as financial services. People with disabilities are confronted with major barriers when trying to enter the labour market, hence, many are unemployed. Women with disabilities face an almost complete exclusion from the labour market, resulting from a combination of social stigma, physically inaccessible environments, prejudice from employers, the absence of tailored trainings, a lack of understanding by government officials and further. Against this backdrop, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project "Employment Prospects for Socioeconomic Integration of Refugees, IDPs and Host Communities in Iraq" (EPSI). In collaboration with the Ministry of Labour and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KRI) the project aims to promote inclusive employment and entrepreneurship opportunities in the country (including Federal Iraq). Its overall objective reads as follows: "The employment situation of refugees, IDPs and people from host communities has improved." The project focusses on four outputs: 1) Policy Advocacy: Raising awareness among state actors through evidence-based findings to improve the integration of refugees, IDPs and marginalised groups in host communities into labour market policy. 2) Skills for Employment: Developing market-relevant skills to enhance the employability of the target groups through vocational training and career development centres by upgrading or developing curricula and upskilling teachers. 3) Fit for Business: Building and developing entrepreneurial and business skills as well as providing financial support to Micro, Small, and MSMEs. 4) Short-term Employment Opportunities: Providing temporary employment opportunities, such as Cash for Work, for quick income generation to address the immediate financial needs of the target groups. GIZ intends to contract a service provider to contribute to fulfil output 3 in KRI. The objective of output 3 is to enhance technical and financial capacities of refugees, IDPs and vulnerable people in host communities to set up, expand or reactivate MSMEs by i.a. cooperating with local Business Development Service providers.

The Multi-Donor Action "Capacity for Nutrition 2.0" (C4N 2.0) is jointly co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as part of the BMZ Global Programme (GP) "Knowledge and Policy Coherence for Nutrition" (KPCN). C4N 2.0 contributes to the following overall objective: "To contribute to the transition to inclusive, climate-neutral, resilient and sustainable agri-aquatic food systems". The specific objective of C4N 2.0 is "to support the nutrition and gender sensitive transformation of agri-food systems". Good nutrition is a human rights marker and a driver of health, resilience, economic development and stability. Multiple crises and competing budgets jeopardize shifts toward efforts to transform agri-food systems to support healthy and sustainable diets. Effective nutrition requires multisectoral approaches and sustained investments across sectors. Strengthened nutrition governance will be essential for advancing nutrition integration, including a reinforced Team Europe approach and enhanced multistakeholder engagement and coordination. Ensuring sustainable, resilient, and healthy diets is critical to both improve nutrition and mitigate climate change. Climate change exacerbates all forms of malnutrition via reduced yields, damaged infrastructure and heightened disease susceptibility, while today"s food systems significantly drive climate change and environmental degradation. Healthy diets are key to poverty reduction and climate adaptation/mitigation. Achieving SDG 2 within planetary boundaries requires jointly addressing the food-nutrition security, climate and gender interlinkages. Implementation challenges include low political prioritization, capacity and investment gaps, and inadequate frameworks. C4N 2.0 addresses the nutrition-climate-gender nexus to drive food systems transformation for healthy, sustainable diets. Building on N4G momentum and the EUR6.5bn Team Europe pledge, C4N 2.0 promotes nutrition integration in global, regional and national agendas, supporting climate-smart, gender-transformative policies and interventions, including via Global Gateway blended finance investments. It strengthens the alliance between the European Commission and Germany, extending to EU member states and like-minded countries (Team Europe+) for greater coherence and efficiency in line with Global Gateway. This will be achieved through 4 mutually reinforcing outputs: Output 1: Positioning - Coherent and evidence-based positions on the Nutrition-climate-gender nexus are developed to promote healthy and sustainable diets in a Team Europe+ approach. Output 2: Advisory -Increased technical capacities of INTPA, EUDs and BMZ to scale up effective, equitable, sustainable, and resilient nutrition policy responses and outreach at global, regional, and national levels. Output 3: Country support - Improved technical and institutional capacities to implement evidence-based recommendations for integrated climate- and gender-sensitive nutrition action in (SUN) partner countries. Output 4: Stakeholder Engagement - Nutrition integration is supported through civil society organisations, think tanks and academia. These outputs will be implemented through tailored technical assistance (TA), capacity development (CD), grant mechanisms, and multilevel coordination with EU and BMZ partners. The Action builds on the achievements of the first C4N phase and leverages established networks in Senegal, Kenya, and Thailand as regional hubs. C4N 2.0 has a duration of 41 months (1 April 2026 to 31 August 2029).

Beschreibung
With the aim of strengthening cooperation between the federal government and African countries in the areas of sustainable economic development, employment, and prosperity, the Resilient Economy cluster provides a framework for implementing the BMZ's new Africa strategy. The cluster implements German-Ivorian development cooperation in key areas 1 and 3 of the portfolio in Côte d'Ivoire: Climate and Energy, Just Transition, and Sustainable Economic Development, Training, and Employment. The cluster brings together several programs and projects, including: - Program for Employment and Promotion of SMEs in Côte d'Ivoire (Invest for Jobs) - Support for the Development of Work-Study Programs (ADEFA) - Promoting Women's Economic Empowerment in Côte d'Ivoire (ProFemme) - Development Partnership with the Private Sector (DeveloPPP ) 1. Program for Employment and Promotion of SMEs in Côte d'Ivoire (Invest for Jobs) : A program funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) as part of the Special Initiative on Decent Jobs for a Just Transition.?In general,?this program aims to increase job-creating economic growth for African and European companies in Côte d'Ivoire. It is implemented through four strategic intervention areas or components, aimed at stimulating employment and strengthening the capacities of local and international companies. The actions carried out under this program are geared towards the private sector through two target groups: employers and employees. On the one hand, the program supports young people in finding sustainable employment. On the other hand, this support is provided through the development of local and international businesses. All actions undertaken have a single objective: to encourage and support job creation in Côte d'Ivoire. 2. Support for the Development of Work-Study Programs (ADEFA): This project aims to lay the foundations for the development of work-based vocational training programs geared towards the labor market in Côte d'Ivoire. The project thus contributes to pillar 2 (Human capital development and employment promotion, in particular chapter 2.2 Vocational training) and pillar 6 (Strengthening governance, modernizing the state, and cultural change) of Côte d'Ivoire's National Development Plan (PND) 2021-2025. Access to vocational training for all population groups and improving the quality of training are also part of the second phase (2022-24) of the implementation of the Government's Social Program (PSGOUV). The objective of the ADEFA project is as follows: Institutional and human capacities for the development of work-based vocational training programs geared towards the labor market are strengthened. The project is divided into four areas: Strengthening the institutional and legal framework for the coordination and implementation of work-based training (macro level); - Strengthening institutional and human capacities for improving and managing the quality of work-based vocational training (meso level) ; - Implementing work-based training programs in vocational training institutions in collaboration with the private sector (micro level); - Private sector participation in the planning and implementation of work-based learning. 3. Promoting Women's Economic Empowerment in Côte d'Ivoire (ProFemme) This project is being implemented in partnership with the Ministry of Trade and Industry (MCI) and falls within the scope of the third theme of the key areas of bilateral cooperation between Côte d'Ivoire and Germany, namely "sustainable economic development, training, and employment." It is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and will be implemented in Côte d'Ivoire between April 2024 and February 2027. The aim of the project is to improve the economic situation of women in urban and peri-urban areas in Côte d'Ivoire. This project implements approaches aimed at promoting entrepreneurship (existing businesses and business start-ups), employment, and the creation of workplaces that are favorable to women. It focuses its activities on three target groups: public institutions, intermediary institutions, and businesses. 4.Development Partnership with the Private Sector (DeveloPPP ) DeveloPPP is a global program funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under its "Partners in Transformation" program and partially supported by the Special Initiative "Decent Jobs for a Just Transition." It is aimed at companies that want to invest sustainably in a developing or emerging country and expand their local activities. The program provides technical and financial support of up to EUR2 million for suitable projects. The prerequisites for funding are a long-term commercial interest in the country and a sustainable development benefit for the local population. The develoPPP program is implemented by GIZ, among others. The projects supported encourage private investment and local entrepreneurship, while contributing to the creation of decent jobs, skills development, and the emergence of promising innovations, in line with the Sustainable Development Goals (SDGs). develoPPP for Jobs is the component of the develoPPP program funded by the special initiative "Decent Jobs for a Just Transition. It stands out for its implementation of projects aimed at improving working conditions, boosting incomes, and promoting the inclusion of vulnerable groups, particularly young people, women, and persons with disabilities (PWD). It is being rolled out in eight African countries-Egypt, Ghana, Rwanda, Tunisia, Morocco, Senegal, Ethiopia, and Côte d'Ivoire-for the period 2019-2027. In Côte d'Ivoire, between 2019 and 2025, develoPPP for Jobs has developed eleven (11) projects, four (4) of which are currently being implemented in 2025: - DigiGreen & Agri, in partnership with Orange, - Sustainability of dried tropical fruit value

Most expense reports will be available digitally through SAP Concur Expense. GIZ is looking for a service provider who can provide GIZ with services of the highest quality in a time and cost-efficient manner as part of a dedicated staffing model. The expected term of the contract will be 4 years with the possibility of two two-year contract extensions (4+2+2). The services shall go-live in Germany after a successful implementation on July 1, 2026.

The Global Programme on Sustainable Agricultural Systems and Policies (AgSys) is aiming at transformation processes that strenghten sustainable agricultural systems in India, Zambia, Kenya, Cameroon, Nigeria, Togo, Madagascar, Burkina Faso and Mali, as well as at regional and global level. The global programme works in five areas (outputs): - Promoting reform approaches through transformative agricultural policy. These approaches need to be cross-cutting and as such connect agricultural policy with other areas such as food and nutrition security, climate action and biodiversity conservation (Output 1: Transformative agricultural policies). - Scaling successful practices to provide support in consolidating and institutionalising tried-and-tested approaches and innovations (Output 2: Institutional anchoring of tested innovations). - Including input from civil society by involving non-state actors, above all women and young people, in the reform agendas (Output 3: Advocacy and empowerment). - Harmonising financial contributions with the aim of transforming the national funding landscapes and opening up access to additional funding and contributions to support the reform agendas (Output 4: Financing transformation). - Linking national and global agendas to strengthen national reform processes and enrich the debate on the transformation of agricultural and food systems (Output 5: Linking transformation levels). Nigeria is currently not on track to achieve SDG 2 "End hunger, achieve food security and better nutrition, and promote sustainable agriculture" by 2030, with hunger levels projected to be higher in 2030 than they are at present with 34% of the Nigerian population being food insecure. It is therefore critically important to pursue pathways that encourage synergies and limit the negative trade-offs between hunger, poverty, nutrition, and climate change. The AgSys country measure Nigeria aims to partner with the Nigerian government and in alliance with other development partners to transform the Nigerian agri-food system to ensure food security and healthy diets for a growing population. It aspires to support ongoing transformative initiatives, such as the National Pathways to Food System Transformation, but also support new initiatives, such as the soil management, nutrition and gender in agriculture policy.

Each year, more than 2.3 million young people enter Pakistan"s job market, many without formal skills training or relevant work experience. The country"s public Technical and Vocational Education and Training (TVET) system struggles to meet this growing demand, both in terms of capacity and the relevance of its training programmes to labour market needs. Existing TVET offerings often fall short in preparing graduates for current and future employment opportunities. According to the Hunarmand Pakistan Programme Tracer Study (2022), only 42% of state-trained TVET graduates find employment that aligns with their training, underscoring the urgent need for reform. In response to these structural challenges, the Government of Pakistan, with support from international development partners, has embarked on a comprehensive transformation of its TVET system. The TVET Sector Support Programme (TVET SSP)-co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), and implemented by GIZ in collaboration with the British Council-has been a key enabler of this reform. It works in close coordination with the National Vocational and Technical Training Commission (NAVTTC) and various provincial TEVTAs, Quality Assurance Bodies (QABs), and other public and private stakeholders. The programme aims to reorient the TVET system toward market-driven, inclusive, and high-quality skills development. Its core focus areas include improving the responsiveness of training programmes to labour market demand, enhancing access to training for women and disadvantaged groups, building institutional capacity, and fostering meaningful partnerships with the private sector. A major milestone in the reform process has been the development of the National TVET Policy, spearheaded by the Ministry of Federal Education and Professional Training through extensive consultation with both public and private stakeholders. This policy identifies eight strategic reform areas, with a strong emphasis on labour market alignment, quality assurance, and relevance. Particular attention is given to high-potential growth sectors such as information and communication technology (ICT), renewable energy, construction, textiles, and printing-all of which are undergoing transitions toward more sustainable, environmentally responsible production models. The policy also addresses gender equality as a cross-cutting priority, ensuring that both women and men benefit equally from skills development opportunities. Despite policy progress, Pakistan's TVET sector faces challenges, including outdated curricula lacking digital and green skills, limited industry involvement, and weak data use for decision-making. Tools like the National Skills Information System (NSIS) are underutilized, reducing the effectiveness of planning and evaluation. The TVET Sector Support Programme (TVET SSP), launched in January 2023, addresses these issues by focusing on Competency-Based Training (CBT) aligned with labour market needs, offering greater flexibility and improved employability. Successful CBT implementation requires a shift in how training outcomes are assessed and strategic decisions are made. Briefly, the programme"s current phase seeks to establish a culture of continuous improvement and adaptive management in the TVET sector-one that is informed by robust data, responsive to economic trends, and inclusive of all stakeholders, especially women and marginalized youth. By building capacity for data-driven decision-making, institutionalizing evidence-based practices, and scaling CBT implementation, the TVET SSP aims to equip Pakistan"s youth with future-oriented skills and ensure that skills development contributes meaningfully to the country"s economic growth, social inclusion, and global competitiveness.

Water Sector Governance Project: Jordan is among the most water-scarce countries globally, with per capita availability significantly below the international water poverty threshold. The strain on its already limited water resources continues to intensify, driven by the impacts of climate change and the growing demand associated with rapid population growth and urbanization. Decades of groundwater overexploitation have further exacerbated the situation, raising serious concerns about the long-term sustainability of the country"s water resources. The long-term planning of water-sector institutions does not fully address the challenges related to enduring resource availability. Moreover, changing water demands further complicate the optimal allocation of resources. At the same time, water utilities responsible for water distribution and wastewater treatment are struggling to sustain their service delivery levels and ensure the continuity of operations. Consequently, the development of sustainable and innovative water management strategies is essential to safeguard the well-being of both current and future generations. The "Water Sector Governance" project focuses on promoting the implementation of good governance principles, with the aim of strengthening advanced water governance and enhancing public trust in the Jordanian water sector. The project supports Jordan"s water sector institutions in applying the principles of good governance. By identifying the optimal use of available resources, it addresses immediate challenges while paving the way for sustainable, long-term solutions. Emphasizing collaboration across agencies, the initiative aims to foster a governance environment that promotes informed decision-making and responsible resource allocation. Through these efforts, the project contributes to enhancing the overall resilience and development of Jordan"s water sector. The project includes five major fields of action: 1. Implementation of Jordan"s National Water Strategy: supporting the institutionalisation and digitalisation of the National Water Master Plan (NWMP), as well as improving the exchange of information between the public and water sector institutions. This component also strengthens human resources management by optimising HR processes and promoting gender-inclusive leadership development. Additionally, it focuses on improving the security of IT and data systems of water sector institutions, advancing the digitalisation of the sector, and expanding the national Geographic Information System (GIS). 2. Strengthening Regulation: Supporting the foundation for the establishment of an autonomous regulatory body for the water sector and enhancing its monitoring role for water utilities. 3. Strengthening Bulk Water Management: establishing a new operational structure and a digital tool for bulk water planning, allocation and management for a better response to climate change. 4. Enhancing the WFEE Nexus governance: strengthening and advancing the Water-Energy-Food-Environment Nexus governance to enhance planning and policy coherence. This component focuses on promoting integrated and effective resource management, enhancing cross-sectoral collaboration and implementing innovative solutions to sustain Jordan"s resources and address environmental challenges. 5. Strengthening Sector"s capacities to mobilise Climate Finance: supporting the water sector in mobilising financial resources from international multilateral climate funds, developing facilitation mechanisms and building the capacity of local institutions to access, manage and utilise climate finance effectively. This component also aims to strengthen the capacities of the private sector in project preparation, finance leveraging and implementation to foster climate-responsive investments.

The Project to Support the Development of Sustainable and Resilient Food Systems in Mali (PADSAD-M) is co-financed by the European Union and the Federal Republic of Germany and implemented by GIZ. It contributes to the overall objective of the CRS-SANAD strategy, which supports poverty reduction, resilience of vulnerable populations, sustainable management of food and nutrition insecurity, inclusive economic growth, and improved democratic and economic governance in Mali. The specific objective is to promote sustainable and inclusive transformation of food systems in Mali through an agroecological transition that coherently integrates nutrition, gender and resource-friendly agricultural production. PADSAD-M builds on the achievements of the former PARIZON project in the Office du Niger zone while expanding its scope to address food systems transformation at local and national levels. The project is structured around two complementary axes. Axis 1 focuses on the Office du Niger region (notably M'Béwani and Molodo) and continues to support agroecological rice production and diversification of family farming systems. It aims to increase the profitability and quality of agroecological rice, strengthen processing and marketing capacities, and diversify income sources through agroecological market gardening and sustainable natural resource management. A strong emphasis is placed on women and youth, particularly within family farms and rice processing enterprises. Axis 2 is implemented within the framework of the BMZ global programme Food Systems Transformation (TES). It supports the establishment and consolidation of a national Transformation Initiative, bringing together public institutions, producer organisations, civil society, and other stakeholders. This axis focuses on joint vision building, capacity development, political and social mobilisation, and the testing and scaling of innovative, nutrition-sensitive agroecological solutions through pilot projects. Across both axes, the project promotes multi-stakeholder collaboration, learning and innovation, gender equality, nutrition-sensitive approaches, and climate- and resource-friendly practices. The project directly and indirectly reaches around 10,000 people, including approximately 5,000 producers (40% women), 50 family-run rice processing enterprises (over 80% women-led), and 15 service providers, with broader benefits for consumers and vulnerable groups. PADSAD-M is implemented from February 2025 to March 2028 with a total budget of EUR 8.2 Million, including EUR 7.0 Million from the European Union and EUR 1.2 Million from the German Federal Ministry for Economic Cooperation and Development (BMZ).

The project Community Driven Rural Development (CDRD) in South Sudan is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Netherlands Development Organisation (SNV), aiming to improve the implementation of measures with regard to climate-resilient agricultural production, food security, income generation and sustainable management of natural resources by subnational state and non-state actors. The project follows a community-based approach and contributes to improving living conditions and prospects for people in rural areas, with a special focus on the needs of women and young people. It aims at fostering a productive, diversified, climate resilient and market oriented agricultural sector by supporting local farmer groups, cooperatives, and small and medium size enterprises. The target group of the project is the rural population with a focus on agricultural households in selected communities in Yambio and Nzara in Western Equatoria State; Juba and Yei River County in Central Equatoria State; Magwi and Torit in Eastern Equatoria State; and Wau and Jur River in Western Bahr el Ghazal State. In addition, local, agro-based MSMEs with a focus on young entrepreneurs as well as women are supported. In total, the direct target group of CDRD comprises ca. 27.500 rural households, of which ca. 30 % are headed by women. 90 % of the households in the rural intervention regions live from (subsistence) agriculture and are heavily dependent on natural resources. Due to the dynamic security situation, access to beneficiaries may be limited at times. The project's intermediaries are decision-makers and technical experts in subnational administrative authorities (Bomas, payam, county, state), as well as traditional authorities. Intermediaries also include farmers' (informal and formal) POs, including agricultural cooperatives, associations, Village Savings and Loan Associations (VSLAs), Savings, Credit and Cooperative Organizations (SACCOs), private sector organizations, and civil society organizations (CSOs) of the target groups, which represent the interests of their members. Other intermediaries include agricultural and forestry/wildlife advisors from government and non-government service providers, educational institutions, and entrepreneurs of agriculturally based MSMEs who are trained to enhance their services in innovative agricultural approaches. The project includes two Multi-Donor Actions which are co-funded by the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Embassy of the Kingdom of the Netherlands (EKN).

Beschreibung

The objective of the DISM project is to support the Democratic Republic of Congo (DRC) in exploiting international demand for responsibly extracted raw materials to create and strengthen high-potential local added value. The project contributes to significantly reducing poverty and diversifying the economy, particularly in areas around mining sites and the Lobito corridor, to reduce dependence on mining sector revenues and develop local value chains. The project is based on environmental, social, and governance standards in the mining sector in the DRC. It strengthens governance and economic development around mining exploitation in existing intervention regions, and mainly around the Lobito corridor. It also actively contributes to strengthening the capacity of civil society to promote transparency and accountability in the mining sector and increasing the mobilization of revenues from the mining sector. Under its component 2 on Economic Development in the Lobito Corridor Area, the project supports the structuring and organizational development of the Federation of Congolese Enterprises (FEC) in Lualaba, as well as the promotion of training programs, especially for SMEs. The project aims to strengthen the FEC's position as a government interlocutor at national and provincial levels, as well as in its role as an interface for economic actors in the DRC, contributing to improving the business climate and increasing opportunities for added value creation through access to subcontracting markets for Congolese SMEs. Furthermore, through the establishment of a multi-stakeholder consultation framework, the project creates a dedicated space for dialogue, fostering synergies and the co-construction of initiatives that promote inclusive and sustainable economic growth. Co-led by the Federation of Congolese Enterprises (FEC) and the Ministry of Industry and SMEs, this framework will bring together public institutions, the private sector, and civil society from the provinces of Haut-Katanga and Lualaba.

Political transitions, governance changes, insurgencies, and violent extremism continue to reshape West Africa"s peace and security landscape. The Economic Community of West African States (ECOWAS) plays a critical role in coordinating regional responses to security challenges through its strategic frameworks for peace and development. These include conflict prevention and governance, alongside regional strategies addressing climate adaptation, resilience, and economic integration. Strengthening coordination, fostering inclusive engagement - including with civil society - and promoting adaptive and preventive approaches are cross-cutting themes. The European Union (EU) and the German Ministry for Economic Cooperation and Development (BMZ)- co-financed Support to ECOWAS in Peace, Security and Governance (EPSG) project provides technical and financial support to ECOWAS for the strengthening of regional peace, security, and democratic governance. Service provision is ensured by regular joint planning processes with the partner. At the same time, the project is required to react flexibly to the political context. The project is active in five components: a. Conflict Prevention and Crisis Management EPSG enhances ECOWAS' ability to detect and respond to conflicts by strengthening National Centres for Coordination of Response Mechanisms (NCCRMs) and other National Peace Infrastructures (NPIs). It also supports the ECOWAS Early Warning Directorate (EWD) in improving data collection, analysis, and reporting within the ECOWAS Early Warning and Response Network (ECOWARN) system. The project reinforces ECOWAS' capacity to initiate timely interventions through the Early Response Mechanism (ERM). b. Security Sector Reform, Governance and Human Rights To strengthen accountable and citizen-focused security institutions, EPSG supports security sector reform through: Training and advisory services for security actors, parliamentary committees, and civil society organizations; strengthening democratic oversight to improve governance and transparency; and promoting human rights, addressing gender-based violence, and increasing the representation of women in security roles. c. Electoral Support and Democratic Transitions Amid political transitions and the risk of election-related violence, EPSG supports ECOWAS member states to conduct peaceful and credible elections by: Supporting Election Management Bodies (EMBs) to address gaps from past elections and facilitating training and peer-learning initiatives coordinated by the ECOWAS Electoral Assistance Division (EAD) and the ECOWAS Network of Electoral Commissions (ECONEC); implementing recommendations from ECOWAS election observation missions; engaging civil society and the media to counter disinformation and prevent electoral violence; and supporting transition of member states back to a constitutional order. d. Women, Peace, and Security (WPS) and Youth, Peace, and Security (YPS) Agendas Recognizing the crucial role of women and youth in peacebuilding, EPSG supports the implementation of ECOWAS" WPS and YPS agendas. EPSG: Supports women and youth networks like the Network on Peace and Security for Women in West Africa (NOPSWECO) to enhance their involvement in peace processes; provides training and advocacy to increase women and youth participation in governance and conflict mediation. e. Strengthening cooperation of the regional training infrastructure in the implementation of the ECOWAS Peace and Security Architecture Funded by BMZ, this component enhances capacities of and cooperation between regional training centres of excellence such as the Kofi Annan International Peacekeeping Training Centre (KAIPTC) and the National Defense College (NDC) and the ECOWAS Commission, in particular with respect to Peace Support Operations (PSOs). Support is focused on: Developing and implementing trainings, dialogues and research; policy development; strengthening (digital) capacities of training centres.

By 2030, 582 million may remain chronically undernourished, and healthy diets could remain unaffordable for 2.8 billion people. Partner countries need strategic investments in food systems and early human capital development to meet rising environmental, social, and nutritional challenges. Tight resources threaten funding for nutrition-specific interventions; expected donor cuts risk reversing progress. A renewed strategic focus and coordination (Team Europe+) are essential. Council Conclusions on Food Security and Nutrition (Dec 2024) called for Global Gateway investments in value chains and corridors under a Team Europe approach. The EU"s 360-degree Global Gateway offers additional opportunities for nutrition by creating an enabling environment for sustainable and quality investments.

The Nigerian Energy Support Programme (NESP), now in its third phase of implementation, is focused on increasing investment and access to sustainable energy in Nigeria. Its core goal is to accelerate market growth for renewable energy (RE) and energy efficiency (EE) by strengthening the capacity of key stakeholders and supporting structures. The program has a strong focus on capacity building a with plan to train up to 50 solar mini-grid developers and build local expertise of trainers to bridge the capacity gap in the sector. NESP supports the Nigerian Clean Energy Certification Scheme, which is spearheaded by the Council for the Regulation of Engineering in Nigeria (COREN). The main goals of this certification scheme are: - To equip young professionals with skills for careers in clean energy (e.g., solar, mini-grids, energy management). - To ensure quality assurance and competency in installations and maintenance, thereby reducing market barriers. - To create a pool of qualified local professionals. - To facilitate the mobility of certified professionals across the ECOWAS region, as the scheme is aligned with the ECOWAS Sustainable Energy Scheme Skills (ESECS). NESP works with various partners, including ministries (e.g., Ministries of Power and Works & Housing), regulatory bodies (COREN, ARCON), academic institutions, and private companies. The program also has a specific commitment to increasing the representation of women in the RE and EE sectors.

Beschreibung
