Kenya hosts over 858,137 refugees and asylum seekers, primarily from Somalia, South Sudan, and the Democratic Republic of Congo, concentrated in the Dadaab and Kakuma/Kalobeyei camps and surrounding host communities. These regions face structural poverty, limited access to basic services, scarce energy infrastructure, and high unemployment, particularly among youth, women, and people with disabilities. Refugees earn limited income through trade, casual labor, or small-scale businesses, while host communities largely depend on livestock farming and informal employment. Resource scarcity, unequal access to aid, and environmental pressures have contributed to social tensions and occasional conflicts between refugees and local populations. In response, the Government of Kenya launched the Shirika Plan in 2025 to transition from short-term humanitarian assistance toward sustainable, development-focused integration. The Plan aims to create inclusive settlements where refugees and host communities live together with improved access to education, livelihoods, energy, and vocational training. It provides a legal and institutional framework for local integration and economic participation in line with the Global Compact on Refugees. The project "Support for the Implementation of the Shirika Plan to Strengthen the Socio-Economic Integration of Refugees and Host Communities in Kenya (SISI RH)" runs from October 2025 to September 2028. Commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ), it is jointly implemented by GIZ, UNHCR, and the Department of Refugee Services (DRS/MINA) under the Special Initiative "Refugees and Host Countries." The project strengthens living conditions, enhances government capacities, and expands access to sustainable energy, vocational training, and employment services. The project delivers three key outputs: 1. Government Capacity Building: Supporting national and local authorities to implement the Shirika Plan effectively. 2. Access to Sustainable Energy: Expanding modern energy services, including clean cooking solutions and solar power, to promote livelihoods, climate resilience, and socio-economic integration. 3. Skills Development and Employment Promotion: Providing vocational training and employment opportunities, with particular attention to women, youth, and vulnerable groups, including people with disabilities. By linking humanitarian aid, development cooperation, and peacebuilding, the project contributes to Kenya Vision 2030, BMZ"s Country Strategy Kenya, the Global Compact on Refugees, and international climate and development frameworks, including the Paris Agreement and EU Green Deal. Since 2017, GIZ has operated a central project evaluation (CPE) system for BMZ-commissioned projects implemented by GIZ. These evaluations focus on projects (modules) that support partner-led change processes or address sectoral and global issues in supraregional contexts. To strengthen accountability and transparency, the GIZ Management Board decided to publish the evaluation reports and maximise their usefulness for partners worldwide. The reports are generally made available in English, French, or Spanish and usually comprise a main report of around 50 pages, accompanied by an executive summary of approximately five pages. The GIZ Corporate Unit Evaluation ensures not only robust technical content and sound methodology, but also high linguistic quality. To support this, binding report-writing guidelines and annotated report templates for CPEs were developed. Experience has shown that professional proofreading and editing are needed to bring reports to their final form. This includes refining language, style, and formatting to ensure that the desired quality standards are met.

Die Küsten- und Meeresökosysteme des westlichen Indischen Ozeans (WIO) beherbergen eine reiche und einzigartige Artenvielfalt. Diese Ökosysteme sind auch für die Ernährungssicherheit und die wirtschaftliche Entwicklung von über 60 Millionen Menschen in den Küstenstaaten der Region - Somalia, Kenia, Tansania, Mosambik, Südafrika, Seychellen, Komoren, Mauritius und Réunion (Frankreich) - von entscheidender Bedeutung. Allerdings bedrohen die zunehmende Migration an die Küsten, die weltweite Nachfrage nach natürlichen Ressourcen, die Meeresverschmutzung, der Klimawandel und nicht nachhaltige wirtschaftliche Aktivitäten die Ressourcen der Region. Die regionale und grenzüberschreitende Zusammenarbeit zwischen Staaten, dem Privatsektor und Akteuren der Zivilgesellschaft auf allen Ebenen ist von entscheidender Bedeutung für eine verbesserte Meerespolitik, die Erhaltung der biologischen Vielfalt der Meere und Küsten sowie eine inklusive und nachhaltige blaue Wirtschaft (ISBE). Eine ISBE zielt darauf ab, den Wohlstand zu steigern und die soziale Gerechtigkeit durch Initiativen zu verbessern, die die Integrität und Produktivität der Ökosysteme wiederherstellen und erhalten. ProsperBlue, ehemals die Western Indian Ocean Governance Initiative (WIOGI) stärkt die gemeinsamen Beiträge relevanter Akteure zum Schutz und zur nachhaltigen Nutzung der marinen und Küstenbiodiversität im Hinblick auf eine inklusive und nachhaltige Blaue Wirtschaft (Inclusive and Sustainable Blue Economy - ISBE) in der Region des Westindischen Ozeans. Das Vorhaben verfolgt einen integrierten Ansatz zur Stärkung der Zusammenarbeit von der regionalen bis zur lokalen Ebene und bezieht Interessengruppen ein, um regionale Bedürfnisse zu erfüllen und Kompromisse zu finden. Inklusivität, Geschlechtergerechtigkeit und Konfliktsensibilität sind grundlegende Gestaltungselemente dieser Initiative, die die Beteiligung aller Interessengruppen ermöglichen und fördern. Hierbei arbeitet das Vorhaben über Multi-Stakeholder-Plattformen wie Our Blue Future (OBF) daran, die Zusammenarbeit zwischen öffentlichen, privaten, zivilgesellschaftlichen und internationalen Akteuren zu stärken, Lernprozesse zu verbessern, gegenseitige Kapazitäten aufzubauen und gemeinsame Beiträge für eine ISBE zu koordinieren. Es konzentriert sich auf die Stärkung der Kapazitäten von Gemeinschaften, einschließlich der Beteiligung von Frauen und Jugendlichen an Entscheidungsprozessen, um Küstengebiete zu verwalten und Geschäftspraktiken so umzugestalten, dass sie zur Erhaltung und nachhaltigen Nutzung natürlicher Ressourcen beitragen. Die Initiative wird gemeinsam mit Partnern und den derzeit vier Umsetzungsländern Mosambik, Madagaskar, Somalia und Tansania anhand von fünf miteinander verbundenen Komponenten umgesetzt: 1) Stärkung der Kapazitäten regionaler und lokaler Akteure zur Zusammenarbeit im Bereich der Erhaltung und nachhaltigen Nutzung der biologischen Vielfalt der Meere und Küsten. 2) Sicherstellung, dass von Frauen geführte Kleinst-, Klein- und Mittelunternehmen (KKMU) verbesserte Unternehmensdienstleistungen für eine ISBE nutzen. 3) Stärkung der beruflichen, technischen und unternehmerischen Fähigkeiten lokaler Akteure für eine ISBE. 4) Verbesserung der Verfügbarkeit angepasster Finanzdienstleistungen für KKMU in der blauen Wirtschaft. 5) Verbesserung der Beteiligung lokaler Gemeinschaften an Initiativen zur Erhaltung und nachhaltigen Nutzung der biologischen Vielfalt in Küsten- und Meeresgebieten.

Project Title: Mental Health and Psychosocial Support (MHPSS) for IDPs and Host Communities in Syria Duration: 07/2020 - 06/2026 Commissioned by: German Federal Ministry for Economic Cooperation and Development (BMZ) Implementing Agency: GIZ Geographic Focus: Northwest and Northeast Syria, with national coordination Partners: Over 15 local civil society and health organizations Context Fourteen years of war, violence, displacement, and natural disasters have severely weakened Syria"s health system. Attacks on facilities and mass emigration caused a critical loss of staff, including psychologists and counsellors. Remaining professionals receive insufficient training. Mental health needs are vast, with high rates of anxiety, depression, and PTSD, especially among vulnerable groups. Existing MHPSS services are insufficient due to a lack of personnel and resources. Without mental stability, people struggle to participate in peacebuilding, livelihoods, and education. Health facilities are unprepared for severe psychological conditions. Training non-specialist staff is crucial to close these gaps. So far, MHPSS interventions have been remotely managed from neighbouring countries, mainly targeting Northwest and Northeast Syria. Comprehensive nationwide coverage remains out of reach. Needs continue to rise, while funding has declined, causing service closures. Project Overview Since 2020, GIZ has implemented a dedicated MHPSS project to improve the mental health and psychosocial well-being of internally displaced persons and host communities in Syria. The project strengthens health sector resilience by building the capacities of facilities and civil society organizations to deliver effective MHPSS services. The program adopts a context- and gender-sensitive approach, prioritizing children, adolescents, women, and people with special needs to foster resilience, prevent long-term psychological harm, and strengthen social cohesion. Key Activities Capacity Building: - Training health and social workers in evidence-based interventions such as Cognitive Behavioural Therapy (CBT), psychodrama, and emergency pedagogy. - Providing continuing education, mentoring, and supervision training to address shortages of qualified personnel. Service Delivery: - Delivering direct MHPSS interventions for children, adolescents, women, and persons with disabilities. - Integrating MHPSS into education, child protection, and community development sectors. System Strengthening: - Supporting civil society and health facilities to improve service quality and accessibility. - Mapping services to identify gaps and strengthen referral pathways. - Enhancing cooperation among MHPSS actors for coordinated, effective responses aligned with Syria"s evolving context. Despite growing interest in green hydrogen worldwide, securing long-term investments across its value chain remains a significant challenge. Banks and institutional investors remain cautious due to perceived risks, uncertain returns, and regulatory gaps, particularly in developing countries. The investment landscape is evolving, with traditional financiers like banks and insurance companies no longer the sole players. Specialised fund managers, private credit firms, hedge funds, and private equity giants are emerging as key funding sources. However, these investors require well-structured financial instruments with clear risk mitigation strategies to ensure confidence in their capital commitments. One of the main barriers to attracting large-scale investment is the lack of standardised financial structures tailored to the green hydrogen ecosystem. Existing models are often regionally fragmented, focusing on single green hydrogen project elements, or have low investment volumes, limiting opportunities for global mega-financing. Regulatory and legal complexities further complicate the process, as compliance with capital market regulations and fund management laws across multiple jurisdictions is essential for investment security. To bridge these gaps, this project seeks to design a global financial investment instrument dedicated to the entire hydrogen ecosystem. This innovative financial instrument concept will be structured to optimise risk-return profiles through mechanisms similar to asset-backed securities and financial guarantees. This will serve to attract capital from institutional investors, governmental organisations (e.g. multilateral development banks, development finance institutions and others as a guarantee or concessional loan provider), specialised fund managers, pension funds, and private credit providers. This effort will require targeted engagement of investors and asset managers in key regions with high capital allocation. These engagements may be bilateral or take place in the form of investor/industry roundtables or similar formats. The goal is to gain feedback and input on the to-be-developed instrument, but also refine its structure where needed, ensuring alignment with market and investors" expectations. Ongoing dialogue will also help to more clearly define investors" potential roles in PtX projects during project development as well as implementation. The proposed instrument concept should be aligned with global sustainability finance frameworks and ESG investment principles to serve as an "access to finance" accelerator for developing countries with particular focus on Africa. Lastly, the investment instrument will also require validation and feedback by/from governments around the globe, hydrogen producers, industry stakeholders, investors, financial institutions, and sustainability leaders.

The project "Strengthening sustainable finance in Senegal" (02/25-01/28), mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ) aims to strengthen sustainable financing in the financial sector in Senegal. It advises and develops the skills of political decision-makers as well as financial sector actors. A main activity is supporting the development and implementation of the Senegalese green finance taxonomy. The project also includes advisory services to financial institutions to develop and apply innovative sustainable financing instruments. In this way, the project contributes to improving the conditions for a green and socially just financial market in Senegal. On a macro level, the project cooperates closely with the the Ministry of Finance and Budget (MFB), Ministry of Environment and Ecological Transition (METE), Ministry of Economy and Planning (MEPC) and the Central Bank of West African States (BCEAO). The downstream project structures also include the public development banks, primarily the National Development Bank (BNDE), the Agricultural Bank (LBA), a state-owned investment fund (FONSIS) as well as commercial banks and to a lesser extend microfinance institutions. The topics of cooperation include scaling sustainable financing through innovative financial instruments, sustainable business models and pipeline building, and risk management strategies. The project intervenes primarily at macro and meso level. It supports senior officials from the all relevant ministries and regulatory and supervisory entities who aim to enhance their policy-making and financial oversight skills regarding sustainable financing. Additionally, senior staff from financial institutions and private sector companies are also targeted. The project encompasses two primary outputs. Output 1 focuses on policy advice. It involves providing advice and capacity building to the Ministry of Finance and other stakeholders within the financial sector on developing a gender-sensitive national strategy and ensuring policy coherence for sustainable finance, including advice on gender mainstreaming. Moreover, it includes advising on the development and implementation of a green taxonomy. Output 2 addresses financial instruments and tools for sustainable financing. This involves consulting with financial sector stakeholders to develop innovative sustainable financing instruments, products, and models, such as green bonds. It also includes providing technical advice to financial sector stakeholders on creating risk assessment and de-risking strategies, as well as offering technical advice on developing ESG risk management tools to address climate change and environmental-specific portfolio risks, along with financial disclosure. Furthermore, it entails mapping planned sustainable large-scale public and private sector projects regarding financing capacity, including identifying potential financing sources, mechanisms, and instruments, and assessing their alignment with green taxonomy and responsible investors" requirements. The output also supports networking and matchmaking between project developers and investors for selected large-scale projects, and facilitates peer learning through international networks and initiatives focused on climate, environment, and sustainability finance. The tasks to be performed belong to Output 2 and focus on close collaboration and implementation with local public and private financial institutions aiming to increase the availability of sustainable financial instruments and tools in Senegal.

Background Project "Support to Ganga Rejuvenation (SGR)" in conjunction with the "Development and Implementation Support to the India-EU Water Partnership, (IEWP Action)" is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) and the EU Delegation to India (EUD). The project has two components i.e. Support to Namami Gange (SNG) and India EU Water Initiative (IEWI). While first phase of the SGR project was from 2015-2020, phase II of SGR and IEWP Action were implemented from Nov 2020 to February 2024 and November 2023 respectively. The third phase of the project (SGR III) started from 1st March 2024 and will continue until 28 February 2028. The project cooperates with the Indian partners with the overall objective to support responsible stakeholders at national level as well as in selected states and districts in the application of integrated approaches to river basin management taking EU methods and experience into account. Gender and Climate Change Mitigation and adaptations are the crosscutting topics of the project embedded in its overall strategy.

Die aktuellen globalen Herausforderungen des Klimawandels und multipler geopolitischer Konflikte erfordern eine Dekarbonisierung und Diversifizierung der Energieversorgung. Ein Schlüsselinstrument für den Austausch zu Energie- und Klimathemen mit globalen Energieakteuren sind die Klima- und Energiepartnerschaften (KEP) des Bundesministeriums für Wirtschaft und Energie (BMWE). Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH berät das BMWE hierin zum politischen Dialog mit Entwicklungs- und Schwellenländern. Bisher standen in den Partnerschaften die Vermittlung gewonnener Erfahrungen aus der deutschen Energiewende und die Bereitstellung von Beratungs- und Unterstützungsleistungen in den Partner- bzw. Zielländern im Mittelpunkt. Die globalen Rahmenbedingungen haben sich spätestens seit dem russischen Angriff auf die Ukraine stark verändert. Deshalb hat die Versorgungssicherheit Deutschlands an Bedeutung gewonnen. Darüber hinaus sind mehr denn je Partnerschaften gefragt, die einen noch deutlicheren Win-Win-Effekt für beide Partner haben. Sie können so zur Erreichung der Dekarbonisierungsziele in Deutschland und zur Steigerung der Wettbewerbsfähigkeit und Resilienz der global agierenden deutschen Wirtschaft und somit zur Stärkung des Industriestandorts Deutschland beitragen. Drei zentrale Säulen prägen die Zusammenarbeit mit den Partnerländern im Rahmen der KEP: 1. Dekarbonisierung: Die KEP unterstützen die globale Energiewende und tragen zur weltweiten Dekarbonisierung und zum Klimaschutz bei. 2. Klima- und Energieaußenwirtschaft: Die KEP verbessern die Geschäftsmöglichkeiten für Unternehmen aus Deutschland und den Partnerländern und fördern energierelevante Projekte. 3. Energieversorgungssicherheit: Die KEP stärken die Versorgungssicherheit mit dekarbonisierten Energieträgern in den Partnerländern und in Deutschland und fördern das Entstehen neuer, emissionsarmer Lieferketten. Auf der Grundlage gemeinsam formulierter Interessen kooperiert das BMWE gegenwärtig mit 34 Partnerländern, darunter 5 Ländern Osteuropas und Zentralasiens, 17 Schwellen- und Entwicklungsländern sowie 12 Industrieländern. Die den KEP zugrundeliegenden Vereinbarungen beinhalten im Kern die Zusammenarbeit in den Bereichen Erneuerbare Energien und der Energieeffizienz, in zunehmendem Maße mit einem besonderen Fokus auf die Zusammenarbeit im Bereich Wasserstoff sowie Digitalisierung bzw. Schutz kritischer Infrastrukturen. Die GIZ unterstützt das BMWE bei der Umsetzung und konzeptionellen Weiterentwicklung der Partnerschaften in 17 Entwicklungs- und Schwellenländern: der KEP mit Algerien, Brasilien, Chile, China, Indien, Marokko, Mexiko, Südafrika, Tunesien, Ukraine, Uruguay und Vietnam, der Wasserstoffpartnerschaften mit Ägypten und Namibia, der Klima- und Energiedialoge mit Argentinien und Thailand und der projektbasierten Energiekooperation mit Äthiopien. Hierfür unterhält die GIZ-Vor-Ort-Präsenzen in allen genannten Ländern (bzw. baut sie in enger Abstimmung mit dem BMWE auf) sowie in Eschborn, Bonn und Berlin.

Beschreibung
Die GIZ nutzt seit über 20 Jahren das SAP Enterprise Resource Planning (ERP)-System bzw. Vorgängerversionen, um ihre wichtigsten betriebswirtschaftlichen Abläufe abzubilden. Das jetzige System wird vom Hersteller SAP nur noch eine begrenzte Zeit unterstützt und gewartet; danach werden von SAP für das jetzige System keine gesetzlich notwendigen Updates sowie Sicherheits-Updates mehr bereitgestellt. Um die Funktionalität und den sicheren Betrieb eines ERP-Systems für die GIZ auch weiterhin gewährleisten zu können, muss die GIZ ihr jetziges ERP-System umstellen. Mit der Einführung von S/4HANA werden wesentliche Komponenten des bisherigen ERP-Systems funktional stark erweitert und auf eine neue, technologisch moderne Basis gebracht. Im Rahmen des beschriebenen und in 2020 gestarteten Projekts wird ein Vergabeverfahren für die Erbringung von Dienstleistungen zur Beratung und Unterstützung der GIZ durchgeführt. Es geht dabei im Rahmen eines weltweiten Rollouts von SAP Concur um die Implementierung von SAP Concur in ca. 60 Ländern. Damit soll der bereits begonnene Rollout fortgeführt werden.

Armut, unzureichende Infrastruktur, schwache öffentliche Dienstleistungen, begrenzte Chancen insbesondere für Frauen und Jugendliche sowie ein geringes Vertrauen in staatliche Institutionen bestimmen den Alltag. Der informelle Goldbergbau wird in Studien mit Menschenhandel, Drogenkonsum und der Finanzierung extremistischer Gruppen in Verbindung gebracht. In Teilen der Grenzregionen ist das staatliche Gewaltmonopol eingeschränkt, und offene Grenzen begünstigen unerwünschte Spill-over-Effekte. Es besteht ein ausgeprägtes Zentrum-Peripherie-Gefälle; die politische Aufmerksamkeit konzentriert sich auf die Hauptstädte, während Grenzregionen benachteiligt bleiben. Das hohe Bevölkerungswachstum erhöht den Druck auf Arbeitsmärkte und verstärkt Perspektivlosigkeit, besonders bei Jugendlichen. Die lokale Wirtschaft stützt sich auf Landwirtschaft, Viehzucht und Rohstoffabbau und ist stark vom Klimawandel betroffen. Frauen sind durch Normen und eingeschränkte Bildung besonders benachteiligt. Basisinfrastrukturen wie Wasser/Abwasser, Bildung und Energie sind unzureichend und oft nicht geschlechtergerecht. Partizipation ist begrenzt. Lokale Verwaltungen verfügen über geringe Ressourcen, und Lücken in der grenzüberschreitenden Zusammenarbeit können von kriminellen und extremistischen Netzwerken genutzt werden. Vor diesem Hintergrund ist die sozioökonomische Resilienz der Bevölkerung herausgefordert. Einflussfaktoren sind der eingeschränkte Zugang zu wirtschaftlichen und sozialen Basisdienstleistungen, die geringe Dichte beschäftigungswirksamer Unternehmen, Defizite in sozialer Infrastruktur und Teilhabe, begrenzte institutionelle Kapazitäten sowie eine sensible Sicherheitslage. Gleichzeitig besteht politischer Wille zur Verbesserung, und es gibt Beschäftigungspotenziale, etwa in der Landwirtschaft und im Erhalt von Basisinfrastruktur. Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH setzt im Auftrag der Europäischen Union (EU) und des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) das Programm "Resilienzstärkung in Grenzgebieten (RéZo)" um. Es richtet sich an ausgewählte Grenzregionen in Guinea, Mali und Senegal, mit besonderem Fokus auf Jugendliche und Frauen. Multiplikatoren sind lokale und traditionelle Entscheidungsträgerinnen und Entscheidungsträger, einschließlich religiöser Autoritäten; als Mittlerinnen und Mittler wirken Fach- und Führungskräfte aus Verwaltungen, dezentralen staatlichen Stellen, Zivilgesellschaft und Institutionen der grenzüberschreitenden Zusammenarbeit. Im Output 2 "Zugang zu sozialen Basisdienstleistungen" verbessert RéZo soziale Infrastruktur und baut Teilhabeformate aus. Im Output 3 "Stärkung der grenzübergreifenden Kooperation" unterstützt RéZo den Aufbau und die Stärkung lokaler Verbände der grenzüberschreitenden Zusammenarbeit, die Entwicklung und Umsetzung gemeinsamer Entwicklungspläne sowie die Beratung von Grenzkommunen zu nationalen Finanzierungsinstrumenten. Die GIZ beabsichtigt, eine auftragnehmende Partei mit der Umsetzung ausgewählter Aktivitäten in allen drei Handlungsfeldern zu beauftragen.

The regional project "Combating Illicit Financial Flows in Latin America - ImpactaIFF" aims to strengthen institutional capacities to combat illicit financial flows in Latin America. To this end, it has the Financial Action Task Force of Latin America (GAFILAT) as its main implementing partner. It should be noted that, as a regional project, it will involve stakeholders from Ecuador, Peru, and Mexico. The project"s objectives focus on three key areas: the agency"s institutional capacity, the technical capacity of specialists, and the sharing of best practices among countries. This has been framed within the "follow the money" approach of German development cooperation in the fight against illicit financial flows, combined with a gender perspective. This provides a holistic approach to combating illicit financial flows in the areas of prevention, financial investigation, and asset recovery. This project will coordinate with relevant stakeholders in Latin America by supporting regional organizations-such as the Financial Action Task Force of Latin America (GAFILAT)-in effectively fulfilling their mandate to combat illicit financial flows. It will also focus on working with relevant stakeholders in the areas of illicit financial flows in Ecuador, Mexico, and Peru, such as Financial Intelligence Units, the Superintendency of Banking and Insurance, and prosecutors" offices, among others. Finally, this project contributes to the implementation of the BMZ position paper "Perspectives on Latin America and the Caribbean" by strengthening institutions in the fight against money laundering and terrorist financing. It is also aligned with the BMZ"s sectoral strategy "Good Financial Governance," as it promotes transparency and integrity in the financial system. Finally, it promotes the international standards set forth by the United Nations Convention against Corruption (UNCAC) and the recommendations of the Financial Action Task Force (FATF).

The project has been commissioned by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). It supports Ukraine in implementing the Paris Agreement (PA) on climate change by enabling the country to transition to low-carbon development pathways and building a climate resilient future. In its 2021 updated Nationally Determined Contribution (NDC), the Ukrainian government set a target to reduce greenhouse gas emissions by 65% below 1990 levels by 2030 and become climate neutral by 2060. The project's focus is on two Ukrainian ministries, the Ministry of Environmental Protection and Natural Resources (MEPR) and the Ministry of Energy (MinEnergo), whose capacities are to be strengthened to plan, implement, and monitor the transformational change amid current political, economic, and social challenges. Data and analytical work are to be provided for evidence-based decision making and elaborating long-term low greenhouse gas emission development strategies (LTS) towards just transitions. Moreover, the project will support data-based sectoral CO2 reduction and pollutant reduction strategies for high emitting industries to demonstrate the economic benefits of investing in decarbonisation. One important aspect of Ukraine's post-war recovery plan is to make the Ukrainian (export) economy fit for the EU markets. In line with the European Green Deal policy initiatives, including the Carbon Border Adjustment Mechanism (CBAM), rapid decarbonisation is of great importance for Ukrainian companies that are highly energy intensive and have a large CO2 footprint of their products. It is also important for the country"s targeted political association and economic integration with the EU, to transpose important EU energy and climate policies, particularly, the Industrial Emissions Directive 2010/75/EU (IED), and the Emission Trading Directive 2003/87/EC. The German-Ukrainian Energy Partnership (EP) and its working groups provide a framework for discussions and high-level decision making. Against this background, the project comprises three outputs: Output I focuses on improving the climate governance capacities at MEPR. MEPR employees are capacitated to fulfil the monitoring and reporting requirements of the Enhanced Transparency Framework under the PA, quantify the effects of the country's mitigation policies, and participate actively in the UNFCCC (negotiation) processes. With a view on rising financing needs, the project supports MEPR to elaborate incentive instruments, such as co-financing modernisation in companies through carbon tax revenues. In Output II, the project provides the EP with analyses and impact assessments to ensure further evidence-based decision making and assess the environmental and socio-economic impact of decisions and setting realistic targets for the energy transition. The project also provides capacity development and continuous analytical support to align the current LTS with upcoming NDC updates (next is due in 2030) or adjustments in the context of Ukraine's green recovery after the Russian war of aggression. Besides, it supports effective coordination with line ministries and subordinated institutions and engagement with non-state stakeholders, in particular with the "Ukraine Climate Office". In Output III, the project supports the provision of data, models, and scenarios to demonstrate the economic benefits of investing in decarbonisation. Private sector companies in high emitting sectors such as iron, steel, cement, aluminium, or chemistry are engaged in the development of sectoral climate mitigation strategies and to facilitate the implementation of the IED.

Cameroon possesses an exceptional forest heritage, with nearly 19 million hectares of dense rainforest covering almost 40 % of its territory. Located in the Congo Basin-the world's second-largest tropical forest after the Amazon-these forests are a major biodiversity reservoir and a critical global carbon sink. However, this ecological capital is under increasing pressure. Cameroon's annual deforestation rate is estimated at 0.6-1 %, corresponding to more than 100,000 hectares lost each year. Direct drivers include illegal logging, mining, infrastructure development, unplanned urbanisation and agricultural expansion, the latter accounting for about 60 % of total deforestation. In 2021, the Centre, South and Littoral regions alone represented around 61 % of national forest loss. These trends are reinforced by structural factors such as rapid population growth (expected to double by 2046), accelerating urbanisation, persistent rural poverty, weak land governance and limited planning capacity at local level. In response, Cameroon has committed to major international frameworks aimed at reducing deforestation and achieving carbon neutrality by 2050, notably the Paris Agreement (COP21) and the Glasgow Forest Declaration (COP26). Nationally, land-use planning reforms-especially the Framework Law on Land Use Planning and its instruments (national, regional and local plans, including LLUSDP)-seek to establish integrated multi-level spatial planning. Yet implementation remains constrained by insufficient legal, technical and operational capacities, limiting effective coordination of development and forest conservation. Within this context, the GIZ-implemented module "Capacity Building in Land Use Planning," financed by CAFI and BMZ, aims to promote inclusive and sustainable spatial planning that reduces forest pressure while supporting balanced economic development. The module comprises five outputs, including strengthening the legal basis for the 2011 planning law, building municipal and regional planning capacities, developing LLUSDP in four pilot municipalities, and preparing methodological tools for the third national forest inventory. Among its components, Output 4 is particularly important from a strategic perspective. It aims to develop LLUSDP in the municipalities of Ngambé-Tikar and Mfou (Central Region), Melong (Littoral Region) and Akom II (Southern Region). These LLUSDP will be developed in accordance with the guidelines set out in the methodological guide for developing LLUSDP, which was drawn up in 2021 with the support of GIZ as part of the ABC-PADER programme. This methodology was also tested as part of the previous programme through the development of the LLUSDP for Ngong (Northern Region). This practical experience will therefore be put to good use in this module. In addition, the methodology will take into account the potential existence of ecosystem corridors in order to preserve ecological connectivity, which is essential for the movement of animal species, ecosystem regeneration and climate resilience. This will promote an inter-municipal vision of continuity between forests, protected areas, etc. The LLUSDP development process will be participatory, involving a range of stakeholders, including municipal authorities, the relevant sectoral administrations (MINEPAT, MINDDEVEL, MINDCAF, MINFOF, MINADER, MINEPIA MINMIDT, MINMIDT, MINTP, MINEPDED, etc.), traditional authorities, women, young people, etc. It will improve the determination of land uses and utilisation, leading to a reduction in land conflicts and pressure on forest resources. In addition, emphasis will be placed on the initial implementation of the validated LLUSDP with the subsequent development of implementation support plans. Ultimately, Output 4 is a fundamental lever for making the LLUSDP an operational tool for combating deforestation and land degradation, while strengthening territorial governance and the resilience of local communities.

Context Ethiopia is in the process of transitioning from a state-controlled economic model to a more liberal, market-oriented system. Through this shift, the country is aiming to promote private sector-led growth, create jobs, and drive economic transformation. Initial progress has been made, including the stabilization of the exchange rate regime and improved access to foreign currency. However, Ethiopian companies continue to face challenges such as bureaucratic obstacles, limited access to finance, and increasing global competition. At the same time, internal conflicts and global crises lead to rising costs, disrupted supply chains, and constrained economic growth. Objective Ethiopia"s private sector is more competitive and resilient as a result of the transition towards a market-oriented economy. Approach Starting with the private sector, the project applies a bottom-up approach that addresses key challenges faced by enterprises and links them with systemic reform efforts. To this end, the project is focusing on: 1. Enterprise Development: The project is supporting larger, growth-oriented companies and innovative start-ups by helping them to optimise processes, enhance the quality of their products or services, and improve their access to markets and finance. This advances economic transformation across the country. 2. Business environment: The project is improving the regulatory environment within the tax and customs administrations, as well as at the National Bank of Ethiopia. This simplifies reforms and procedures and helps to create a business-friendly environment. 3. Strengthening resilience: The project is supporting, especially women-led micro, small and medium-sized enterprises (MSMEs) in (post-)conflict regions by providing coaching and training, and by improving their creditworthiness. In doing so, it stabilises the business foundations of these companies, enhances their resilience and secures jobs. The lead executing agency for the project is Ethiopian Ministry of Industry (MoI). Other key partners include the Ethiopian Ministry of Revenue (MoR), Ethiopian Ministry of Finance (MoF), Accounting and Auditing Board of Ethiopia (AABE), Ethiopian Customs Commission (ECC), National Bank of Ethiopia (NBE). In addition to state institutions, the project collaborates with private sector stakeholders and subnational governments. The ultimate beneficiaries of the project are the businesses and citizens of Ethiopia who will benefit from a more effective, efficient, transparent, accountable, and business-friendly taxation and customs environment.

The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region. The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services. By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries. The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. By improving accessibility, efficiency, and trust in cross-border public services, the project contributes to a digitally integrated Western Balkans aligned with EU standards.

The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region. The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services. By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries. The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. By improving accessibility, efficiency, and trust in cross-border public services, the project contributes to a digitally integrated Western Balkans aligned with EU standards.

The project, "Improved Living Conditions and Psychosocial Support in the Context of Displacement and Displacement" (ILiPS), is commissioned by BMZ under the Special Initiative on Displaced Persons and Host Countries (SIGA), with a project period ranging from October 2022 to December 2026. Both projects" main components focus on agricultural development of rural smallholder households. With its additional funding received in 2025, ILiPS now supports 2,000 households within Central and Eastern Equatoria. With its EU extension from 2024, CDRD supports now a total of 27,500 smallholder households across in Western Equatoria, Central Equatoria, Eastern Equatoria, Nothern Bar el Ghazal and Western Bahr El Ghazal. All monitoring activities of the GIZ projects in South Sudan are centrally organized and coordinated by the Monitoring and Evaluation (M&E) Unit. To measure progress and ensure accountability, both projects use a rigorous monitoring system based on representative household surveys. Data is collected once per year, with baseline, midline and endline surveys for each cohort. In addition to quantitative surveys, the projects employ a mixed-method approach combining household interviews with Focus Group Discussions and Key Informant Interviews. This design allows the projects to generate robust longitudinal and cross-sectional data on production capacity, income levels, nutrition and resilience, while also capturing the social, cultural and gender dynamics that shape household behaviour. Particular emphasis is placed on monitoring the impact of agricultural training on farming practices and the adoption of sustainable methods. The evidence generated is used for donor reporting, project steering and strategic decision-making in the multi-donor context. By disseminating results to national and local actors, the projects also contribute to learning across the wider partner system. In this way, ILiPS and CDRD strengthen the resilience of rural households in South Sudan while providing actionable knowledge for future programming in fragile contexts.

The project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) is implemented by GIZ in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The project is being implemented in three partner cities in India: Guwahati in Assam, Kochi in Kerala and Faridabad in Haryana. The project GRC focuses on two municipal public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. Context India"s economic transformation is a story shaped mainly by its cities. Indian cities act as powerful hubs for sustainable growth by driving innovation, creating inclusive economies, and fostering collaboration to achieve development goals. They achieve this by developing smart urban policies, investing in green, climate-resilient infrastructure, improving public services, and using technology for better resource management. By strategically addressing urban challenges through integrated and interdisciplinary solutions, cities can achieve prosperity while minimizing environmental impact and enhancing the quality of life for their growing populations. Objective In selected cities in India, women and girls benefit as users or providers from climate-resilient, municipal public service systems in the areas of solid waste management (SWM) / circular economy (CE) as well as from safe and green public spaces. Approach 1) Improving the evidence base The project aims to improve the data and knowledge base for the provision of climate-resilient municipal public services. This is based on the following impact hypotheses: On the basis of strengthened cooperation between the actors relevant to service provision, the evidence base (knowledge and information base) will be improved and particularly with regard to gender responsiveness (esp. consideration of the needs of women and girls), environmental and resource protection and climate resilience (esp. use of the adaptation potential, e.g. through greening and reduction of illegal waste disposal in public spaces) of selected services. 2) Development of Practical Models The project aims to develop practical models in which women and girls benefit as users and providers from the improvement of climate-resilient, municipal public services in the partner cities. These practical, replicable approaches can include various elements such as standard operating procedures (SOPs), handouts, business models, training modules, etc. Within the framework of demonstration projects in partner cities in the areas of a) SWM / CE and b) greening and improving safety in green public spaces, innovative approaches to improve gender responsiveness, environmental and resource protection as well as climate resilience of selected services will be tested and validated.. On the basis of this implementation experience, scalable practical models / transfer packages should be developed and disseminated to other cities for further application and institutionalization as part of upscaling. 3) Strengthening capacities The project aims to strengthen and empower the relevant stakeholders for the implementation of the demonstration projects and practical models to ensure the improvement of climate-resilient municipal public services. The capacities of officials and experts of relevant institutions (esp. municipal corporations and state departments) as well as women in municipal public service provision (e.g. women's self-help groups or entrepreneurs) lead to both more informed decisions and the implementation of practice-oriented measures that sustainably improve climate resilience, gender responsiveness, environmental and resource protection of municipal public services.

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a globally active company that supports the German Government in achieving its goals of international cooperation for sustainable development and has been implementing projects and programs in various thematic areas worldwide for many decades. This is done primarily on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), but also on behalf of other federal ministries or the European Commission. GIZ also works for international development agencies, financing institutions and governments of partner countries. At present, more than 24,000 employees are supporting around 2,000 projects in around 120 countries in Africa, Asia, Latin America and Europe from the head offices in Bonn and Eschborn and from more than 80 GIZ country offices in the partner countries. The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. With this, the DSC is providing centralized standard M&E data services and solutions instead of individual, isolated stand-alone products which would not contribute to the overall efficiency of projects. The specialists working at the DSC have expertise in artificial intelligence, geodata and monitoring and evaluation (M&E). For this specific tender, the DSC is searching for support in M&E. In the area of Monitoring and Evaluation (M&E), the DSC provides methodological and technical advisory services to support the design and implementation of digital monitoring systems in development cooperation projects. This includes advice on monitoring concepts, indicator frameworks, data requirements, and suitable digital toolsets, as well as roadmaps for integrating digital M&E into project planning and partner arrangements. The DSC focuses on the configuration of end-to-end monitoring solutions along the data lifecycle, including data integration from primary and secondary sources, data management, quality assurance, and reporting structures. Its role is primarily advisory and technical, with an emphasis on system design, standardization, and scalable solution setups rather than in-field implementation support. The DSC supports the analysis, visualization, and use of monitoring data for project steering, for example through interactive dashboards (e.g. Power BI), and advises on effective communication of results for management and partner dialogue.

The project "Promoting Trade-related Aspects for Circular Economy in ASEAN (TRACE)" supports the ASEAN Economic Community (AEC) in operationalising trade-related aspects of the circular economy (CE). Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, the project works in close cooperation with the ASEAN Secretariat, particularly the Trade Facilitation Division (TFD), as well as relevant ASEAN Sectoral Bodies and selected ASEAN Member States (AMS). ASEAN has experienced strong economic growth and increasing trade volumes over the past decade. At the same time, rising resource consumption and waste generation pose major environmental and economic challenges. Circular economy approaches offer significant potential to reduce resource use, promote recycling and reuse, and foster sustainable and inclusive growth. However, CE-related trade measures and regulatory frameworks across ASEAN remain fragmented and unevenly developed. The project builds on the ASEAN Framework for Circular Economy for the AEC and the ASEAN Strategy for Carbon Neutrality, as well as the upgraded ASEAN Trade in Goods Agreement (ATIGA), which explicitly recognises circular economy as an area for trade - environment cooperation. It aims to strengthen the capacities of ASEAN bodies and national authorities to integrate CE considerations into trade policy, improve regulatory coherence, and facilitate the movement of circular goods and secondary materials across borders. TRACE applies a multi-level capacity development approach addressing (i) individual competencies of policymakers and officials, (ii) organisational processes and inter-agency coordination, and (iii) public-private dialogue and regional peer learning. At national level, Cambodia, Lao PDR and Viet Nam receive targeted support. A dedicated focus is placed on strengthening the role of the private sector, including SMEs and women-led enterprises, in shaping and benefiting from circular trade. The overall objective is that trade-related aspects of the circular economy are operationalised by relevant public and private sector actors in the ASEAN region.

Expanding agricultural activities and population growth have led to a considerable loss of forest cover in Côte d'Ivoire over the past 30 years. At the same time, natural resources are rarely used in an environmentally sustainable manner. This is resulting in higher climate risks and a decline in the economic potential of rural areas. Agricultural yields and the population's living conditions are already deteriorating due to changing precipitation patterns and infertile soils. Moreover, the pressure on biodiversity is increasing. Areas at risk include Taï and Comoé national parks and the Bossématié Nature Reserve. In view of these challenges, Côte d'Ivoire aims to reforest three million hectares of forest area and expand the country's protected areas by 2030. The Pro2GRN II project aims to strengthen biodiversity conservation in the Taï, Comoé and Bossématié regions using a multi-level, multi-actor approach. It builds on the results of previous projects, exploits synergies with ongoing projects and cooperates closely with KfW and other technical cooperation projects (notably "ProForêt" and "ProPlanteurs") in the areas of nature conservation, land use, agroforestry and forest restoration, and builds the capacity of stakeholders at local, regional and national levels. The project has four priority areas: The central element of the project's strategy is the development of a landscape approach (component 1) that integrates the full range of land protection and land use interests and combines ecological, social and economic objectives. Support for local authority and OIPR staff, village communities, private managers of protected areas and members of multi-stakeholder platforms will create favorable conditions for the conclusion and implementation of local agreements on natural resource management and other spatial planning instruments. Finally, component 1 also defines strategic orientations that are implemented by other components. Component 2 "Management of protected areas" aims to improve the management of the Tai and Comoé national parks, the Bossématié nature reserve and other protected areas. To achieve this, the project is supporting OIPR in improving their management system. In addition, local authorities, public institutions and private individuals will be supported in their efforts to preserve residual forests and enhance ecological connectivity in rural areas. Component 3 "Agroecological innovations and agroforestry" enhances the resilience of the affected regions against climate-related and environmental challenges by supporting adapted and agroecological practices and agroforestry systems. It will promote self-sufficiency in farm inputs and provide technical advice on biological plant protection and watersaving production methods. Support on transformation and marketing processes will strengthen local value creation. Component 4 "Regulatory frameworks for biodiversity and climate" aims to improve the capacities of regional development players. In this context, the project assists national authorities and other stakeholders in the dissemination and implementation of the National Biodiversity Strategy (NBSAP) and supports their access to biodiversity and climate financing mechanisms. In addition, technical advice will be provided for the implementation of a national system of MRV for emission reductions in the (agro-)forestry sector.

The project "Promoting Trade-related Aspects for Circular Economy in ASEAN (TRACE)" supports the ASEAN Economic Community (AEC) in operationalising trade-related aspects of the circular economy (CE). Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, the project works in close cooperation with the ASEAN Secretariat, particularly the Trade Facilitation Division (TFD), as well as relevant ASEAN Sectoral Bodies and selected ASEAN Member States (AMS). ASEAN has experienced strong economic growth and increasing trade volumes over the past decade. At the same time, rising resource consumption and waste generation pose major environmental and economic challenges. Circular economy approaches offer significant potential to reduce resource use, promote recycling and reuse, and foster sustainable and inclusive growth. However, CE-related trade measures and regulatory frameworks across ASEAN remain fragmented and unevenly developed. The project builds on the ASEAN Framework for Circular Economy for the AEC and the ASEAN Strategy for Carbon Neutrality, as well as the upgraded ASEAN Trade in Goods Agreement (ATIGA), which explicitly recognises circular economy as an area for trade - environment cooperation. It aims to strengthen the capacities of ASEAN bodies and national authorities to integrate CE considerations into trade policy, improve regulatory coherence, and facilitate the movement of circular goods and secondary materials across borders. TRACE applies a multi-level capacity development approach addressing (i) individual competencies of policymakers and officials, (ii) organisational processes and inter-agency coordination, and (iii) public-private dialogue and regional peer learning. At national level, Cambodia, Lao PDR and Viet Nam receive targeted support. A dedicated focus is placed on strengthening the role of the private sector, including SMEs and women-led enterprises, in shaping and benefiting from circular trade. The overall objective is that trade-related aspects of the circular economy are operationalised by relevant public and private sector actors in the ASEAN region.

Lebanon is currently facing a profound economic and financial crisis that has severely impacted both its local population and the Syrian refugees residing in the country. Beginning in 2019 and worsened by the COVID-19 pandemic and the Beirut port explosion in August 2020, the crisis has led to a staggering rise in poverty. Estimates indicate that around 80% of the Lebanese population and over 76% of displaced Syrians and Palestinians now live below the poverty line. The socio-economic landscape is characterized by significant devaluation of the Lebanese lira, high un-employment, and a massive loss of trust in government institutions. The dysfunction of the government has created challenges for both local and refugee communities. Resource competition has intensified, resulting in increased social tensions and conflict. Verbal harassment and violence against refugees are common, contributing to anxiety and mental distress among both groups. Project Overview: Cash for Work Lebanon (C4WL) In response to these challenges, the project "Supporting Disadvantaged, Peripheral Neighborhoods through Cash for Work measures in Lebanon (C4WL)" aims to enhance the socio-economic resilience of vulnerable populations in North Lebanon and Akkar. The project is implemented by Deutsche Gesell-schaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It focuses on providing short-term employment through a com-munity-based, participatory approach to ensure positive impacts on local neighborhoods. Cash for Work initiatives offer immediate financial relief and foster community engagement and cooper-ation between Lebanese residents and Syrian refugees. Key components include establishing community kitchens to address food insecurity while providing jobs for vulnerable individuals. Objectives - Enhance Livelihood Opportunities: By creating short-term employment through Cash for Work, the project aims to support both Lebanese and Syrian families in meeting their basic needs. A focus is on the empowerment of women. - Strengthen Community Cohesion: The project seeks to build trust and cooperation between host communities and refugees through participatory processes. - Reduce Food Insecurity: Community kitchens will not only provide meals but also serve as hubs for social interaction, mitigating tensions from food scarcity. Conclusion The Cash for Work project is a timely response to the pressing socio-economic challenges facing Leba-non. By focusing on community-driven solutions and fostering collaboration between refugees and the host population, the project aims to create a foundation for sustainable development and peaceful coex-istence. In a time of crisis, initiatives like C4WL are vital in addressing immediate needs while laying the groundwork for a more resilient future.

The "Strengthening environmental and social governance in the extractive sector" component, co-financed by FONAREDD from CAFI (Central Africa Forest Initiative) resources and BMZ, will be implemented by GIZ for the Ministry of the Environment and Sustainable Development (MEDD) of the Democratic Republic of Congo (DRC). The project is being carried out by the Integrated Economic Development of the Mining Sector Project (DISM II), in partnership with the Congolese Environment Agency (ACE), which is responsible for environmental and social assessments and for monitoring and controlling the implementation of ESMPs at national level. Following a 1st Strategic Environmental and Social Study of the mining sector in the DRC in 2010, and in view of the changing international context, it is planned, in agreement with the donor and partners, to launch Strategic Environmental and Social Studies (SESES) for the key sector of mining and hydrocarbons, in order to analyse the expected positive and negative impacts of their development at national level. This work will make it possible to identify good and bad practices in the provinces affected; and in partnership with the various partners and civil society, to propose recommendations integrating REDD+ standards into the extractive sectors. Finally, best practice guides will also be drawn up, based on the experience gained with dialogue platforms in the extractive sector. Adaptations of the various texts relating to the legal and regulatory provisions linked to the environmental and social governance of the extractive sectors will also be proposed in order to be consistent with REDD+ standards and the principles of the Extractive Industries Transparency Initiative (EITI).

The project Psychosocial Support for Internally Displaced Women in the Estearn Region of Burkina Faso (ProSPS) aims to improve the psychosocial well-being of internally displaced women and vulnerable individuals in the commune of Fada N'Gourma. This objective is supported by three areas of action: 1. Improving access to community-based psychosocial support: displaced women and vulnerable members of the host communities who experience psychological distress have the possibility to participate in community-based psychosocial support measures to learn how to better cope with experiences of displacement, violence, and trauma. 2. Improving access to person-centered psychosocial support: displaced women and vulnerable members of the host communities in particularly severe psychological distress are stabilized through comprehensive and individual support packages that promote their reintegration into social and economic life. 3. Strengthening the self-determination of women: displaced women and vulnerable members of the host communities are supported in strengthening their self-determination and social participation. The focus is laid on those individuals who have participated in community-based and individual psychosocial support measures. The project focuses on women aged 16 years or older who have been internally displaced or belong to the host communities. Nonetheless, men are also addressed by the project activities. The target group compromises of individuals who have experienced gender-based violence, witnessed atrocities, suffer from disabilities, belong to a marginalized group or have faced other traumatic events. The psychosocial support offered by ProSPS actively involves both host community members and the internally displaced to foster social cohesion. The intermediaries and implementation partners are employees and volunteers from the decentralized services of the Ministry of Humanitarian Action and the Ministry of Health, as well as administrators of the city of Fada N'Gourma and professionals from civil society. The project is committed to developing the capacities of its local partners and integrating a gender transformative approach all along the way.

Mauritania has exceptional renewable energy resources and seeks to position itself as a hub for green hydrogen production. Yet, the country currently lacks the political, legal, institutional, and technical framework to manage large-scale investments in this sector and to ensure that the local population benefits from its development. This technical cooperation module, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, aims to create the conditions for an ecologically and socially sustainable green hydrogen economy in Mauritania. The project runs from December 2024 to November 2027, with a budget of up to EUR 5 million. Overall Objective The module seeks to improve the enabling framework for the green hydrogen sector by enhancing governance capacities, supporting human capital and private sector development, and ensuring environmental and social safeguards. Key Areas of Intervention 1. Regulatory and institutional strengthening - Support to ministries and inter-ministerial structures in implementing the national hydrogen roadmap, developing laws, standards, and governance instruments, and improving coordination with international partners. 2. Human capital and local private sector development - Establishment of training models aligned with hydrogen sector needs, support to vocational institutions and SMEs, and promotion of inclusive economic participation, especially for women and youth. 3. Environmental and social integration - Strengthening the capacity of the Ministry of Environment and other actors to conduct environmental and social assessments, engage local communities, and develop benefit-sharing mechanisms. Strategic Alignment The module contributes to Mauritania's National Roadmap for the Development of a Low-Carbon Hydrogen Industry and supports the Poverty Reduction and Growth Strategy (SCAPP 2016-2030). It also aligns with the Agenda 2030 and directly supports several Sustainable Development Goals (SDGs), including poverty reduction (SDG 1), education (SDG 4), gender equality (SDG 5), clean energy (SDG 7), decent work (SDG 8), reduced inequalities (SDG 10), and climate action (SDG 13). Target Groups Public institutions (Ministries of Energy, Economy, Environment, and Vocational Training), vocational schools, universities, the Chamber of Commerce, local enterprises, teachers, students, workers, and indirectly the wider population in regions affected by hydrogen projects. Implementation Approach The project applies a comprehensive capacity development strategy, combining advisory services, organizational support, training, policy dialogue, and multi-stakeholder partnerships. Cooperation with other donor initiatives (EU, World Bank, AfDB, AFD) ensures strong synergies, especially in vocational training, private sector development, and infrastructure support. Expected Results The project is expected to contribute to: - A stronger and more coherent regulatory and institutional framework for the hydrogen sector. - Improved skills and employment opportunities for local workers and businesses, with particular benefits for women and youth. - Enhanced environmental and social governance to ensure sustainable development and community participation. - Increased transparency, inclusiveness, and benefit-sharing from hydrogen investments. Overcoming the hunger and food crisis as well as the climate crisis cannot be achieved without a transformation of agricultural and food systems and fundamental paradigm shifts. Through the United Nations Food Systems Summit (UNFSS), many countries have developed national pathways for transforming their food systems, putting the issue firmly on the global agenda. There exists a fundamental acknowledgement of the necessity of transforming agricultural and food systems, but the realization is complex and influenced by diverse, pronounced and conflicting interests and values. The GIZ Global Project "Transformation of Food Systems" (TES) contributes to this by supporting "transformative initiatives" (partnerships) at local, national, regional and global level that actively promote the transformation of food systems. Transformative initiatives within TES are alliances of diverse stakeholders who jointly develop visions and solutions for the transformation of food systems. As potential change agents, intermediaries are accompanied and supported in tackling transformative changes in partnerships. The change agents and partnerships aim to achieve multidimensional, comprehensive and sustainable changes to contribute to sufficient and healthier food for all people at all times within planetary boundaries. The necessary negotiation processes are aimed at developing and testing transformative, context-specific solutions and establishing change in the wider social environment. Good governance for improved nutrition is promoted. The programme also places a special focus on collective learning and the sharing of experiences by establishing a learning network between global and national initiatives and beyond. Moreover, it aims at strengthening capacities, particularly in leadership, and transformative processes and concepts. Through collaboration with other actors, such as the Global Alliance for Nutrition (GAIN) and the Food and Agriculture Organization of the United Nations (FAO), TES creates synergies to achieve greater impact together. TES is part of the Special Initiative "Transformation of Agricultural and Food Systems" (SI AGER) of the German Federal Ministry for Economic Cooperation and Development (BMZ). Food Systems can play a more powerful role than they do today to improve consumption of healthy and nutritious food, raise incomes, create inclusive opportunities, and strengthen environmental conditions. For that they need a cadre of passionate professional food system leaders who can see, make and deliver on the necessary hard choices to reshape current systems. By investing in transformational leadership, both across stakeholders and bureaucracies, planning capacities for sustainable food systems can be revitalized. By encouraging ownership of the local narratives and respecting realities, inclusive science-policy-society processes and partnerships to stimulate accountable leadership and responsive institutions can be encouraged. As a supportive measure besides a transformative initiative in Zambia that is already being supported by GIZ, a food system leadership ecosystem shall be developed. As a result, the leadership capacity and networks in Zambia shall be strengthened to enable the realization of the pathways and visions defined by the existing national entities, stakeholders and initiatives working towards a food systems transformation.

Die Entwaldungsrate Kolumbiens ist mit 188.000 ha (2023) hoch und verursacht etwa 46 % der jährlichen Treibhausgasemissionen. Besonders betroffen sind die Departments Meta, Caquetá und Guaviare. Viele Ökosysteme sind fragmentiert, was den genetischen Austausch von Tier- und Pflanzenarten gefährdet. Die kolumbianische Regierung leitet derzeit Transformationsprozesse im ländlichen Raum ein, um die soziale und wirtschaftliche Gerechtigkeit, die nachhaltige Nutzung der Biodiversität und die Wiederherstellung von Ökosystemen zu fördern. Der unzureichende Zugang und die mangelnde Koordinierung zwischen den Akteuren verhindern jedoch den wirkungsvollen Einsatz dieser Mittel. Die territoriale Governance ist insgesamt schwach. Es fehlen ausreichende Kapazitäten für das Monitoring zur Waldnutzung und den Wirkungen von Wiederherstellungsmaßnahmen sowie an nachhaltigen Beratungsdiensten, um marktorientiert die Bevölkerung zu einer integrierten Land- und Forstwirtschaft zu beraten. So ist in den waldbasierten Wertschöpfungsketten, die zum Biodiversitätserhalt beitragen, kein nachhaltiges, inklusives Wachstum gegeben. Das Vorhaben BioCadenas schließt in einem integrierten Ansatz an die Erfolge der TZ-Module ProRural und ProBosques II an. BioCadenas fördert die Diversifizierung nachhaltiger Produktionssysteme in von Rinderhaltung geprägten Landschaften. Über einen Wertschöpfungskettenansatz unterstützt das Vorhaben die Inwertsetzung von Wäldern, den Ausbau von Agroforstsystemen, einschließlich kombinierter Rinderhaltung mit Baumbeständen und damit auch die Resilienz lokaler Gemeinschaften gegenüber Markt- und Klimarisiken. Zugleich stärkt BioCadenas die Governance, um nachhaltige Waldbewirtschaftung marktgerecht zu verankern. Das Projektziel des Vorhabens ist die Stärkung von ausgewählten Wertschöpfungsketten, die zum Biodiversitätserhalt in land- und forstwirtschaftlichen Betrieben in Ökokorridoren in Amazonien und der Orinoquia beitragen. Zielgruppe ist die vulnerable, vom Konflikt betroffene ländliche Bevölkerung in den ausgewählten Ökokorridoren. Sie umfasst Frauen, junge Erwachsene und Indigene, insb. Binnenflüchtlinge, ehemalige Guerillakämpfer/-innen, die im Interventionsgebiet eine neue Heimat gefunden haben, sowie Produzent/-innen, die vormals Koka angebaut haben. Das Vorhaben umfasst dabei vier Handlungsfelder: 1.) Die Verbesserung der Koordination von Schlüsselakteur/-innen, schafft förderliche Rahmenbedingungen für die Wettbewerbsfähigkeit von biodiversitätserhaltenden WSK in Ökokorridoren; 2.) Durch die Stärkung der kaufmännischen und fachlichen Kapazitäten von Unternehmen wird die Teilnahme an biodiversitätserhaltenden Lieferketten verbessert. Dadurch wird eine erhöhte Rentabilität und Wettbewerbsfähigkeit, ein verbesserter Marktzugang und mehr Anreize für Biodiversitätsschutz erzielt; 3.) Die Stärkung der fachlichen und betriebswirtschaftlichen Kompetenzen von Produzent/-innengruppen ermöglicht die Entwicklung und Umsetzung von nachhaltigen Geschäftsmodellen, die zum Biodiversitätserhalt beitragen; 4.) Das Vorhaben unterstützt zudem den Wissensaustausch zwischen relevanten Akteur/-innen und insbesondere von Frauen, die zur Wiederherstellung in ausgewählten Ökokorridoren arbeiten. Von besonderer Bedeutung ist der Austausch zu Methoden über die Erfassung der Wirkungen von Wiederherstellungsmaßnahmen, da dies eine wesentliche Grundlage für die Einwerbung von zusätzlichen Finanzmitteln darstellt.

Mauritania's border regions with Mali - Hodh El Gharbi, Assaba, and Guidimakha - are among the country's most dynamic yet most challenged territories. High poverty rates, limited infra-structure, and increasing climate pressures affect livelihoods and social cohesion. While the decentralization framework entrusts municipalities with the delivery of basic services, there is a need to further strengthen their technical, financial, and institutional capacities to fully meet citizens' expectations. The project ProCommune - Strengthening Border Municipalities is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), in partnership with the Mauritanian Ministry of Economy and Finance (MEF). It forms part of the umbrella programme Peace and Social Cohesion in Mauritania and contributes to the national decentralization strategy and the 2030 Agenda - specifically SDG 1.5 (resilience to poverty and shocks) and SDG 16.7 (inclusive and effective institutions). The project runs from December 2024 to November 2027. Overall objective: Selected Mauritanian municipalities provide improved, needs-based public services to their populations. The project supports 17 communes along the Malian border, home to about 1.2 million people, including women, youth, pastoralists, and refugees. Key outputs: 1. Strengthened technical and organizational capacities of governmental and non-governmental actors at local and regional levels. 2. Enhanced coordination and cooperation among stakeholders at communal, regional, and national levels for inclusive governance. To achieve these results, ProCommune promotes participatory planning and budgeting, transparent municipal management, and inclusive local decision-making. It provides tailored training, coaching, and advisory services for communes, decentralized services, and civil-society organizations. The approach systematically integrates gender equality, environmental sustainability, and conflict sensitivity, in line with the integrated territorial approach (ATI). Given the region's exposure to climate shocks, insecurity, and migration, the project also fosters local resilience through community-based planning, risk assessment, and early-warning mechanisms. Cross-border cooperation and social cohesion are encouraged to prevent tensions and strengthen peace in the Sahel. By reinforcing local governance and the relationship between citizens and the state, ProCommune supports more effective, inclusive, and accountable service delivery in Mauritania's border areas.

Egypt is committed to achieving sustainable economic growth and fostering a green industrial transformation across its industries. A crucial element in this transformation is the planning, development and management of "Sustainable Industrial Areas (SIAs)" that can attract and support manufacturers in adopting environmentally and socially sustainable practices. Currently, there is a need to strengthen the capacity of both public and private sector actors involved in the planning, development, and management of industrial areas to align with international best practices in sustainability. The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the "Private Sector Innovation II" (PSI II). PSI II started its activities in June 2024 and will probably end in May 2027. In partnership with public and private stakeholders, the main objective of PSI II is "to improve the competitive situation of the Egyptian industry in light of increasing market requirements for a green transformation of the economy". This assignment, "Contributing to the regulatory framework for sustainable industrial areas in Egypt" aims to address this need by providing a structured pathway for industrial areas to become more sustainable. It will be achieved through awareness raising, fostering dialogue between public and private stakeholders, developing practical recommendations for areas' green transformation, building the capacity of relevant government officials, and supporting decision-makers in adopting such recommendations. Ultimately, the project will contribute to creating an enabling environment for the green transformation of manufacturers in Egypt by ensuring the availability of suitable and sustainable industrial infrastructure. With the main focus of supporting the Egyptian industrial sector in adopting and implementing green transition and transformation measures, the project consists of four interconnected outputs: 1. Green Institutional Capacity Development 2. Green Finance 3. Green Business Development Services 4. Climate Start-ups. GIZ intends to contract a service provider to contribute to the implementation of output 1 of the project.

Euroclima plays a central role in advancing the EU-LAC strategic partnership by concretely contributing to the EU-LAC GGIA. As the flagship regional programme of the EU for climate and environmental action in LAC, Euroclima provides a critical platform to support the implementation of shared commitments to jointly address climate change and biodiversity loss. It seeks to contribute to a sustainable, resilient and inclusive transition through climate mitigation and adaptation efforts, including the protection, restoration, conservation of biodiversity as well as the promotion of a circular economy. To this end it focuses on contributing to the enabling conditions needed towards a green and just transition. It provides crucial expertise, technical assistance, and policy dialogue to partner countries, facilitating the integration of sustainability measures and advancing the GGIA's mission. Euroclima helps bridge capacity and funding gaps, playing a vital role in achieving GGIA's ambitious targets and in increasing access to finance and investments. Building on lessons learned from its earlier phases, Euroclima has evolved into a flexible and adaptive regional programme. Originally launched in 2010 and expanded during 2017-2023 as EUROCLIMA+, the Programme initially supported 18 participating Latin American countries in the implementation of their Nationally Determined Contributions (NDCs) under the Paris Agreement. It is in the current phase (2023-2027), that also Caribbean countries and aspects related to biodiversity and circular economy were included in what is now known as Euroclima, covering in total 33 countries in LAC. Currently, the contract "Euroclima Global Gateway" (2027-2028) is being prepared and will provide additional resources and alignments to consider for the implementing agencies of the Programme, including GIZ. Euroclima is co-financed by the EU"s Directorate-General for International Partnerships (DG INTPA) and the German Federal Ministry for Economic Cooperation and Development (BMZ). Implemented under a Team Europe approach, Euroclima is implemented through coordinated efforts by eight organizations: the Spanish Agency for International Development Cooperation (AECID); the AFD Group, including Agence Française de Développement (AFD) and Expertise France (EF), although AFD will conclude its participation in 2026; the Economic Commission for Latin America and the Caribbean (ECLAC); the Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIAP); the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH; the United Nations Environment Programme (UNEP); and the United Nations Development Programme (UNDP). Biodiversity loss and climate change represent two of the most pressing challenges of our era. To address both with urgency, it is essential to make swift strides in implementation, harnessing the synergies between biodiversity and climate action, as well as climate adaptation. The goals of the Global Biodiversity Framework (GBF) of the Convention on Biological Diversity (CBD) and the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC) cannot be achieved without faster progress in implementation and utilization of the synergies between climate and biodiversity protection. Against this background, the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN) has commissioned the "Support project on Implementation Instruments of the Global Biodiversity Framework and the Paris Climate Agreement (BioClime)" with a duration of 01.04.2024 - 30.06.2027. The overarching goal is to successfully support key actors in shaping the framework conditions for the implementation instruments for biodiversity- and climate protection as well as ecosystem-based adaptation. It supports the BMUKN and partner countries through technical contributions, policy advice, gender-responsive exchange formats, and knowledge products to develop integrated approaches and synergies between biodiversity and climate action and climate change adaptation. The focus is on enhancing the use of synergies between the UNFCCC and the CBD in negotiations, partner countries, as well as within implementation tools (e.g., Nationally Determined Contributions (NDC) and National Biodiversity Strategies and Action Plans (NBSAP) revision), and the dissemination of knowledge products via strategic partnerships. In essence, good starting conditions, and foundations for the implementation of the GBF and the Paris Agreement have to be created. To achieve this, the project activities are divided into four fields of action: - Advice on GBF implementation instruments in the context of the CBD negotiations (Output 1) - Support in preparation for the UNFCCC climate conferences and advice on implementation instruments of the Paris Agreement (Output 2) - Advice on better use of synergies between biodiversity- and climate protection and ecosystem-based adaptation (Output 3) - Strengthening and supporting international initiatives, partnerships, and knowledge networks for biodiversity- and climate protection and ecosystem-based adaptation (Output 4) - Strengthening international forest-related climate finance and deforestation-free supply chains (Output 5) This is a so-called "support project": on the one hand, four partner countries (Indonesia, Thailand, Mexico, Brazil) are supported in effectively using the implementation instruments of the GBF and the Paris Agreement. On the other hand, the project supports BMUKN divisions on "International Biodiversity Affairs", "United Nations, 2030 Agenda, Developing and Emerging Countries; Environmental Aspects of International Climate and Energy Policy", "International Financing Issues", and "Forest Protection, Sustainable Forest Management and Wildernis" in a needs-based and flexible manner.

The Promotion of Renewable Energy and Energy Efficiency Programme, PREEEP The BMZ PREEEP Commission, is one of seven commissions under the Energy and Climate programme in Uganda and is financed by the German Federal Ministry of Economic Cooperation and Development (BMZ). PREEEP is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) in cooperation with the Ugandan Ministry of Energy and Mineral Development (MEMD). PREEEP aims at improving the contribution of selected public and private actors to the implementation of market development and decentralization strategies in the fields of Renewable Energy (RE) and Energy Efficiency (EE) in Uganda through four key outputs that include Capacity development, Skills and Market development, Decentralisation and Policy. PREEEP through the Skills and Market Development output aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE) and Energy Efficiency (EE) in Uganda. The impact assumption is that the gradual reduction of market barriers for RE/EE such as access to financing, lack of skilled labour, poor product and installation quality will positively influence the investment climate in the Ugandan energy sector and thus increase the willingness of public and private-sector investors to invest in climate-, environment- and resource-friendly energy solutions. Under this output, the project works with demand side energy consuming enterprises such as the Small and Medium Enterprises (SMEs) to support them towards identifying and adopting of energy efficiency measures as well as developing bankable proposals for accessing finance to invest in RE/EE technologies. Additionally, the financing value chain from the supply side is also strengthened to unlock financing capital for investment into RE/EE bankable projects by the demand side consuming enterprises. This value chain includes the financing institutions, project financiers, energy auditors, sector associations among others. The outcome indicator for the output is "For 30 applications from small and medium-sized enterprises (SMEs) or public and private organisations are assured of financing from financial institutions". This requires developing a credible pipeline of SMEs achieved through training and technical assistance while also strengthening the support system for the SMEs such as energy auditing professionals as well as standardization of processes to improve lobbying approaches for RE/EE finance.

Benin has a young population of 13.4 million. With an annual demographic growth rate of 2.7?% (2022), 42?% of the population is under 15. Every year, around 200,000 young people join the labour market. Despite economic growth of around 6?% per year (2017-2022), the labour market is not in a position to offer qualified employment to all young people. 84?% of the workforce works in precarious conditions in the informal business sector. And 72?% of the workforce (92?% of young people aged 15 to 24) is underemployed in terms of income or working hours. The result is a high poverty rate of 49.6?% and a highly unequal distribution of income (Gini coefficient of 0.48) (World Bank 2022). The TVET system is not sufficiently capable of preparing young people for the labour market. The number of students registered in technical and vocational education and training (TVET) is low compared to the number of students in general secondary education. Currently, 30,000 young people, 31?% of whom are women, are enrolled in formal TVET, corresponding to 3.8?% of all secondary school students. The low enrolment in TVET can be explained by the lack of formal training opportunities of this type, the high entry requirements, the lack of information among families about the needs of the labour market, and the high fees for trainees" families. Recognising the constraints of the national TVET system, the government has adopted a National Strategy for TVET 2020 - 2030, which aims for higher quality of technical and vocational skills and qualifications in priority sectors of the country's economy. The government is also committed to enhance the governance of the system, the modernisation of curricula and the certification of apprenticeships. In this way, it aims to contribute to the structural transformation of the economy as reflected in the Government Action Programme PAG2 (2021-2024). The Federal Republic of Germany is supporting Benin in the operationalization of the reform of its vocational training system through, among other initiatives, the "Promotion of vocational training" Project (ProFoP). The project aims to improve the institutional framework for a formal vocational training offer aligned with the needs of the local economy. To this end, it encourages the establishment of systematic cooperative relationships between state structures in charge of vocational training and the private sector, as well as the piloting of cooperative training approaches in selected sectors. The project measures support practical, inclusive vocational training that meets the needs of the national economy. In this way, they contribute to increasing opportunities for decent employment and secure income, particularly for women. The module is structured around four main outputs: Output 1 aims to strengthen the steering and implementation capacities of public and private sector structures involved in the governance and coordination of vocational training. Output 2 aims to improve cooperation mechanisms between state and private-sector players in the field of dual vocational training. Output 3 is aimed at piloting dual vocational training provision in the selected sectors of renewable energies, agriculture, IT and other prospective sectors, which are relevant to the labour market. This means that parts of the training are carried out in a company. Output 4 aims to improve career guidance, training support and integration measures for young people, particularly women and disadvantaged groups.
